The candidate must be able to follow State, Department, OIT and Application Services processes and procedures. This candidate must have a working understanding of program and project management responsibilities, possess strong business analysis skills, as well as an extensive understanding of the state IT requirements, Rules 60GG-1 through 5, F.A.C. The candidate must possess extensive knowledge and expertise in the use of requirements management, business intelligence, and data management tools and techniques. The candidate must be able to coordinate efforts on multiple large and/or cross-functional projects of high complexity that will have a greater impact to the enterprise. The candidate must have experience in developing and maintaining working relationships with business office staff. The candidate must provide research, support, and guidance for key IT initiatives, programs, and projects. 5 Education Bachelors Degree in Computer Science, Information Systems, or financial related field and five years professional work experience. Work experience can substitute on a year for year basis for the degree. Special consideration will be given to candidates with Scrum Master certification or similar agile/project management certifications. 6 Experience Candidate must have a minimum of 5 years experience in business process reengineering and documentation. This experience must also be in a professional environment in public sector technology organizations. Candidate will be expected to describe multiple past experiences with business process tools and how they were deployed for a successful outcome. 8 Job Specific Knowledge, Skills, and Abilities (KSAs) The submitted candidate must be able to apply common knowledge, skills, and abilities in the following areas: 1. Knowledge of transportation technology operations. 2. Expertise in strategic planning, tactical execution, project management, process management and business systems requirements definition. 3. Knowledge and experience leveraging both IT solutions and business process improvements. 4. Ability to produce legible and complete functional documentation in a way that thoroughly captures business processes and inputs/outputs of the applications. 5. Ability to analyze and accurately and completely define processes and workflows to design efficient information solutions, including missing or duplicate functionality in existing applications. 6. Ability to work effectively with users and a project team, to identify and document requirements for the maintenance, enhancement, modernization, remediation, or development of computer application systems, including technical overviews and context diagrams. 7. Ability to develop and manage business and information systems technical documentation in accordance with the Departments standards. 8. Knowledge of relational database theories and concepts. 9. Skill in testing complex applications and interpreting whether requirements and designs were met in the product. 10. Ability to plan, organize, coordinate, and prioritize work assignments for him/herself or lower-level analysts. 11.
