Generators of hazardous waste in the State of Idaho are required to report annually to CLIENT on the types and quantities of hazardous wastes generated, shipped for treatment and disposal, and remaining in storage, and whether hazardous wastes they generate will be disposed of or treated in Idaho or out of state. The HWAR application is the method used for generators to satisfy this reporting requirement. HW is seeking a contractor to upgrade the application per the requirements outlined below and the attached project documents. Working with CLIENT Information Systems staff, the contractor will write the applications and upgrade the application. The overall look and general functionality of the application will remain the same, while incorporating the enhancements and exceptions listed below in the deliverables section. Client seeks one or two highly qualified SE3 resources to complete this project to meet the estimated completion date included above. A DBA2 may also be required. Client does not desire the contractor to provide a separate Project Manager resource. Agency Expected Deliverables Contractor shall physically meet with Client project staff for an initial kick-off meeting (at Clients State Office in Boise) to discuss the project and other salient items. The contractor must be available for progress meetings with the HW and IT personnel, which will be scheduled by the Project Officer or designee and may be in-person or teleconferenced. Once development for the upgrade begins, the contractor must provide “builds” on a regular basis to client IT Information Systems Manager (IS) and Information Technology Services (ITS) to be deployed on clients development servers for the purposes of User Acceptance Testing (UAT) and to ensure continual compatibility with clients IT Environment. Proposed Project Timeline: *Within its proposal, each contractor shall include a gantt chart or similar representation of the contractors proposed start and end dates associated with the “Agency Expected Deliverables,” “Primary Application Deliverables” (listed below) and “Business Rules” (separate attachment) elements of the project.* The gantt chart(s) shall clearly reflect the potential project end date – one that includes completion of all deliverables and the “REQUIRED” Business Rules List elements. Primary Application Deliverables: - Upgrade application framework from C#/MVC4 to C#/MVC5. Note: MVVM pattern is not desired; standard MVC with dependency injection or repository pattern (if required) is preferred. - Data access shall be re-written in Entity Framework 6.x and be integrated into the application. - Application Models, Controllers, and Views need to be updated to work with new EF6 data objects.
