Job Description Analyst: Functional And Technical Requirements, Use Cases, Application Mock Ups, Stakeholder Analysis Data Process Flow D

Description:

The proposed effort is to develop functional requirements and potential Return on Investment (ROI) for a database and user interface for capturing initial contract details and subsequent progress status updates including task hours for all agreements being generated out of the Idaho Transportation Departments Consultant Administration Unit (CAU). The working name of the potential system is the Project Resource Planning Tool, or PRPT.

On average ITD spends $15 to $20 million a year on project development consultant costs without a consolidated system/process that captures data allowing ITD to define effectiveness of consultants. This effort will enable the gathering of data to achieve that analysis and compare it to internal staff capacity and effectiveness. Cost savings of the potential system would likely be in the value added to project administrators if they choose to use the information effectively in making decisions and managing consultant contracts.

This individual will need to work directly with end users, Business Analyst, development/QA staff, and the application owner; manage scope; and translate business needs into artifacts for system design/development.

This individual will be managed by the ITD Project Management Office (PMO) utilizing staff Project Managers.

Required Skills:

- Functional and technical requirements
- Use cases/User stories
- Make-or-buy Analysis (custom, COTS, or hybrid)
- Application mock ups
- Clearly documented expected business outcomes of the to-be-built application
- Defined (in-scope) business processes
- A "Parking Lot" of future scope/development elements (Out of scope item management)
- Stakeholder Analysis
- System/application owner and support role definition/expectation documentation
- Application/development risk log and quality expectations
- System interface gap analysis
- Data process flow and data gap definition
- Application development test cases/plan
- Return-on-Investment (ROI) Analysis for recommended solution (be it custom, COTS, or hybrid)

Desired Skills:

- Previous experience working within Idaho State Government preffered; w/in ITD heavily considered Highly experienced with negotiation, facilitation, and presentation skills
- Experience leading and facilitating group and individual discussions to meet specific outcomes (business process development, issues/conflict resolution, use case development, etc…)
- Able to function independently with minimal direction/guidance
- Extensive experience developing business process, use case, functional requirement documentation
- Ability to understand and manage scope
- Excellent communication skills with proven success in interaction with all levels of staff
- Extensive business process analysis, automation, workflow, and re-engineering experience
- Experience with Business Process Modeling and Notation (BPMN)
- Experience defining business logic for system development
- Possess knowledge and experience leveraging both IT solutions and business process improvements
- Proven integrity, ethics, reliability and professionalism
