The person who fills this position will be a ScrumMaster on a Java development team working on the Self Reliance Benefit System Modernization project within the Department of Health and Welfare. The Idaho Benefit Eligibility System (IBES), and supporting applications were implemented over a decade ago. In the years since, the Division of Self Reliance has continued to customize and integrate new solutions and to adapt to program and workload changes over time. Recently, system performance issues have increased, and further enhancements are not feasible without more modern, automated solutions. The Benefit System Modernization project is intended to solve this problem and includes the following goals: • Reduce or eliminate staff dependency on manual review of business process documentation by creating automated and guided workflows that support staff in processing benefit applications, re-evaluations, and changes. • Streamline and reduce data entry needed from staff so that the quality of customer communication can increase, and interview times can decrease. • Enhance when and how the system uses interfaces to gather and verify customer information. • Increase system performance and prepare Self Reliance systems for using modern technology, such as movement to the cloud. We are a product team of developers, QA experts, analysts, product owners, DBAs, architects and lean/agile leaders who are looking for an experienced Scrum Master to assist with the Benefit System Modernization project. The team has been practicing the basics of agile software development but can always use new ideas about how and where to improve. We are continuously improving and get excited about results and outcomes we achieve through changes; whether that means moving towards continuous deployment, using Test-Driven Development, implementing test automation, employing pair programming, or growing leaders throughout our organization. We are seeking a person that leads by example rather than by dictation and knows how to bring out the best in people. This person is not afraid to deal with conflict and helps promote growth and development. He or She knows when it is right to help the team say “No” and when to help the team push for more results. In addition, we are looking for someone to act as a champion in terms of sharing Agile knowledge across the organization. Whether it be organizing 1-day open spaces for our agile community, or organizing cross-team workshops, the goal is for this person to continue to promote an Agile environment around our larger project team.
