IDOC has acquired a Commercial Off The Shelf (COTS) system through a Request for Proposal (RFP) process and the system vendor will lead the implement their solution. IDOC seeks an experienced Business Process Engineer (BPE) to facilitate system integration and implementation activities with the COTS product and vendor. The BPE will work with IDOC subject matter experts and the COTS vendor to define business needs, research possible solutions and determine methods, processes and practices to maximize the usage of the COTS product. If solutions cannot be found within the COTS product, the BPE will research, develop and recommend alternate methods and procedures to accomplish the necessary tasks. In these instances, the BPE will need strong interpersonal and analytical skills to keep Customization out of the COTS project. The BPE will also create and maintain documentation related to the systems, requirements, processes and project as directed. Some business analysis and project management work will be required during the implementation, and other duties as assigned. The COTS OMS platform is a mission critical software solution and serves as the tool by which the IDOC manages and tracks all aspects of our offender population. The OMS is the engine through which the agency is able to access and manage data for reporting, trending and forecasting. The selected BPE would work directly with all areas of the IDOC from end-users to Executive Management. The BPE needs to be available to start work immediately upon award of contract, and IDOC reserves the right to interview candidates before awarding a contract. Contract staff must also work on-site at IDOC. All contracted staff are required to have an IDOC background check and fingerprinting. IT Contract staff must follow the IT timesheet requirements. Work is to be completed on-site at various IDOC sites during normal business hours Monday-Friday. Deliverables: The chosen BPE would work with the Program Manager, COTS vendor and IDOC staff to: I. Perform COTS integration analysis a. Review/analyze current system functionality, business needs and process flows within the department b. Work with Subject Matter Experts to elicit system and data requirements, business rules, and develop innovative solutions through a variety of interview methods c. Facilitate gap analysis between the current OMS and the COTS solution d. Work to maximize usage of the COTS product through configurations while avoiding customizations e. Work as a liaison between IDOC business units and implementation teams as needed f. Define integration points and processes between the COTS solution and other IT systems g. Engineer, test and document new and modified business processes II. Perform Business Analysis and Project Management duties a. Assist in project planning and the development and documentation of work plans b. Manage, control and report on assigned project activities c. Identify and document risks to the project d. Maintain a Requirements Traceability Matrix (RTM) e. Identify and track through completion impacted policy and standard operating procedures (SOP) that require modifications. III. Provide Weekly Status Reports a. Status Reports summarizing all progress, findings and recommendations will be delivered weekly during the engagement to the IDOC IT Manager.
