The due date is actually January 26, 2018 Submission Deadline: 1/26/2018 Start Date: 2/6/2018 End Date: 2/5/2019 Client: Office of the Secretary of State (ILSOS) Description: SCOPE OF WORK: Technical Analyst – High Level Responsibilities: • Review, analyze and understand Federal Requirements • Review and Analyze current programs – read and understand Cobol code, database record layouts, etc. • Develop design specifications for recommended changes • Assist with development of documentation outlining necessary program changes • Work with programmers during the development, testing, and implementation of these changes; assist with user acceptance testing • Fully document the final programs, dataflow to internal and external systems, database record layouts, etc. The Vendor will be expected to provide resources with the following skills and experience: Technical Analyst- The Technical Analyst will work closely with Department of Information Technology (DoIT) staff to analyze and understand the existing system. The Technical Analyst will also work with Driver Services Department/Information Support & Services staff to determine automation needs. The Technical Analyst will review and analyze USPVS, VLS/SAVE, SPEXS and National Registry Medical Certification technical specifications and identify changes to the current system to meet requirements. General tasks include: • Review and analyze USPVS, VLS/SAVE, SPEXS and Medical National Registry technical specifications and related federal rules. • Review and analyze existing system programs to assist with determining necessary system changes. • Collaboration with DSD and DoIT Staff to evaluate present or proposed business procedures or problems to define data processing needs. • Develop detailed technical specifications for proposed system changes. • Write and maintain system documentation. Required Qualifications or Experience: • BA/BS Degree, in a technology related field preferred or other degree and 4-6 years experience working as a Technical Analyst • Strong Technical Analysis Skills. Process driven analysis skills including the ability to read and interpret application code, database record layouts, and internal and external data communications. • Strong verbal and written communication skills. Must be able to communicate effectively and confidently with users, team members and management. Must be flexible and willing to undertake a wide variety of challenging tasks.
