Pursuant to its enabling statute M.G.L. c. 19C, the jurisdiction of DPPC includes adults with disabilities between the ages of 18 and 59, in the Commonwealth whether in state care or in a private setting and who suffer serious physical and/or serious emotional injury through the act and/or omission of their caregivers. The DPPC enabling statute fills the protective service gap between the Department of Children and Families (DCF) (through the age of 17) and the Executive Office of Elder Affairs (EOEA) (age 60 and over). The DPPC has been funded through the America Rescue Plan Act to study and review the interrelationship between service-providing agencies for individuals with disabilities within the Commonwealth and to design and implement a system for an interconnected network that will provide a continuum of care for those individuals from youth to old age. Key objectives include: 1) Study the interrelationship between state agencies involved in the care of vulnerable populations. 2)Identify opportunities to streamline communication and information sharing across state agencies to improve protective services. 3)Design and implement a system for an interconnected service network that supports a continuum of care for our most vulnerable residents from youth to old age. As part of this project, we will be looking for ways to enhance the business operating models within DPPC as well as the interagency operating model across all Protective Services (PS) agencies. The goal is to ensure our most vulnerable residents receive the care and services they need. These enhancements could involve changes in business workflows, agency policy and/or legislation, technology systems, and redefining interagency roles and relationships. Our goal is to materially improve the timeliness and level of care individuals receive - addressing cases of abuse and neglect, mitigating risk, and improving quality of life. To support the Analysis and Design phase of the IPSIS project we are looking to secure a Senior Infrastructure Architect who will partner with Commonwealth IT staff and be responsible for discovery and documentation of several agencies IT infrastructure blueprints. This person will serve as the technical liaison between Commonwealth agencies partnering to provide services to Commonwealth residents. They will work closely with agency business units and IT teams as well as the Executive Office of Technology Services and Security (EOTSS) infrastructure teams during this phase of the project. Key responsibilities of this role include documenting enterprise IT infrastructure for the agencies to capture the current state by describing the structure of the existing IT landscape, available IT assets, technology stack, and explaining the connections between them. These artifacts will be used as the basis to determine solution design options available to us in our efforts to meet the project goals of interagency system integration.
