Description:

Overview:

The Department of Revenue Child Support Enforcement Division (DOR/CSE) has begun the incremental process of updating and replacing the legacy COMETS mainframe system. The program is about to complete the initiation phase and start the inception phase of the COMETS HD replacement system. DOR has implemented a strong governance model and created a robust quality plan.
DOR is seeking to augment the existing quality assurance staff with senior systems analysts experienced with conversion of public sector mainframe systems to service oriented architecture solutions. The systems analyst must be a subject matter expert in Unified Process Software Development Methodology as well as intricately familiar with JAVA Platform and Relational Database technologies.
This position will lead aspects of the COMETS HD technical validation effort including Enterprise Document Management, Enterprise Service Bus Messaging and Business Rules validation.

Responsibilities:

* Analysis of system documentation and determining validation approach
* Validation of XML assets, schemas and End to End message routing
* Validation of listeners, senders and message error reconciliation process
* Test Approach, Test Plan and Test execution of Documentation Generation process and Document Management system
* Evaluate and/or recommend appropriate metadata needed to maximize archive efficiencies
* Create and maintain test assets needed to validate business rules and business rules management

Required Skills:

* Broad knowledge of tools and testing techniques for
o Messaging
o Document Management
o Business Rules
o Data Management
* 3-5 years experience validating enterprise document/content management systems
* 5-7 years experience with validating enterprise service bus solutions
* 3-5 years experience Business rules validation
* Set up and maintenance of technical tools sets needed to complete validation activities
* Experience with RATIONAL software development lifecycle (SDLC) tool sets
* Experience with technical tools such as:
o IBM WebSphere ESB
o IBM FileNet or EMC Documentum
o Adobe LiveCycle
o Oracle Policy Automation
o IBM Tivoli Monitoring
* Experience with creating validation summary reports for both technical and layperson audiences

Desired Skills:

* Master of Computer Science Degree
* 5-10 years experience with technical validation of large scale, complex public sector systems

Skills Needed:

* Excellent interpersonal skills necessary to interact effectively with architects, developers, business analysts and project managers.
* Demonstrated flexibility to meet timelines generally associated with validation test schedules ( including off hours)
* Organizational skills needed to maintain, archive and retrieve test assets efficiently
* Highly analytical, needs to independently analyze test results and be confident with recommendations
