Maximum number of resumes per ITS63 Vendor: 2 Submission Deadline: 3/1/2019 Start Date: 3/11/2019 End Date: 6/30/2019 Client: Executive Office of Health and Human Services (EOHHS) Description: The Executive Office of Health and Human Services (EOHHS) is seeking an experienced Information Technology Developer/data analyst (DA) to join MassHealths data warehouse analysis and reporting team. MassHealth data warehouse stores claims, provider, member, eligibility, enrollment and other data from different sources including MMIS, and data received from Managed Care Organizations known as Encounter data. The DA will be a key resource is extracting and reporting on this data. The DA requires extensive knowledge of data warehouse development methodologies, SAS and SQL programming, SAS macros, health care data, and government data and processes. The DA will be responsible for extracting data from multiple data warehouse sources and generating different files which are shared with internal and external users. The DA should have the ability to provide solutions based documentation and/or code that can then be used by another programmer or developer. The DA will be responsible for providing documentation based on EOHHS standards and working with the current operational tracking tool, JIRA. The DA will work within a team of contractors and full time employees. The DA will report directly to the Ad-hoc team supervisor who reports to the Reporting and Analytics lead. SPECIFIC DUTIES: • Provide adhoc reports and extracts based on user requests • Provide gap analysis of current data extract process • Identify remediation of data extract process gaps and propose solutions • Validate results of all extracts and reports • Interact on a professional basis with internal and external staff in a personable manner • Develop reports for general, financial, clinical and case management, Managed Care, and Health Care and payment Reform purposes as requested. • Support on-going development of cost, utilization and other reporting metrics, including collaboration with business program managers for MCO and MMIS source data • Communicate business requirements to Cognos and Oracle developers and work with them to implement solutions for the business community. • Communicate progress, or impediments to progress, to users and managers. • Recode existing macro-based code, including remediation as approved • Review technical documents and test plans, test results and coordinate implementation activities with end-users and MassHealth Data warehouse staff • Organize and maintain workload and work independently with limited supervision • Participate in, and contribute to, team projects and meetings QUALIFICATIONS: • Strong base SAS and SQL skills on a Windows platform required; other programming skills, (e.g. VBA), a plus. Must have experience using SAS. • Strong analytic skills and attention to detail required • Demonstrable data manipulation and report production in a health care environment required • Ability to serve as both a technical data analyst/programmer as well as business analyst in a fast moving environment. • Knowledge of Medicaid terminology, structures and programs • High level communication skills including the ability to express findings and recommendations clearly to end users and several levels of management, verbally, visually and in writing • Extensive experience in MS Office; other relevant software experience desired • Ability to gather and analyze operations through interview and observation • Ability to manage multiple ongoing and short term projects.   Call 502-379-4456 Ext 100 for more details.
