This position requires extensive knowledge of warehouse development methodologies, business intelligence (BI) tools, health care and government data and processes as well as strong management skills. The PM will manage, plan, organize and control operations and activities in support of the MassHealth enhanced analytics project. Duties include, but are not limited to, overseeing multiple contract resources and vendor resources to ensure proper management of the aggressive project timelines, managing project sprints, defining user and team member roles, coordinating and monitoring activities to ensure project is completed on time and within budget, managing the creation of technical and business requirements and deliverables, procuring approvals as needed and promoting use of industry best practices. The PM will report project status to Data Warehouse Management, Senior Information Technology and Business management, including the articulation of impediments, risk analysis, risk mitigations, timeline and budget impacts. The PM will be versed in Agile project management and be prepared to formulate user stories, sprints and burn charts. SPECIFIC DUTIES • Work with IT and business stakeholders to collect business and technical requirements • Work in an Agile manner to provide functionality on an iterative basis • Identify and incorporate reporting needs on an on-going basis • Lead efforts to define project requirements with key business stakeholders • Closely manage project development process to include monitoring project scope and change control processes • Ensure all project documentation is prepared in accordance with agency standards and published in a timely fashion • Coordinate project activities for adherence to agency standards and policies • Follow a defects tracking process to ensure all testing efforts are performed locally as well as with other teams and are documented • Report on project status, risks and mitigation strategies on a weekly basis to application stake holders and senior management as required • Identify key risks and their impact on the project • Ensure effective communication between non-technical and technical teams • Monitor results against established timelines, deliverables, tasks, dependencies and associated technical specifications • Adhere to established Commonwealth policy and procedures PREFERRED QUALIFICATIONS • Minimum (5) five years of extensive hands-on experience managing high profile projects with full development, implementation and financial accountability. • Minimum (5) five years of IT experience in data warehouse management • Experience with health care data including claims, encounter, total cost of care and eligibility data • Expert knowledge of data warehousing concepts and best practices • Strong communication skills and ability to interact easily with technical and non-technical staff across multiple agencies conveying complex technical concepts in simple business terms. • Knowledge of related IT standards and software (i.e., Microsoft Office-Excel, Word, PowerPoint, Project and other project management tools) • Excellent oral and written communication skills and presentation skills • Ability to multi-task and flexibly adjust to changing priorities in a fast-paced environment • Exper   Call 502-379-4456 Ext 100 for more details.
