Submission Deadline: 11/7/2018 12:00 p.m. EST Start Date: 11/12/2018 End Date: 6/30/2021 Client: Maryland Health Benefit Exchange (MHBE) Description: The Maryland Health Benefit Exchange (MHBE) created a website and call center operating under the name Maryland Health Connection (MHC). Through MHC, Maryland residents explore health insurance plans, compare rates, and determine their eligibility for advanced premium tax credits (APTC), cost sharing reductions (CSR) and public assistance programs such as Medicaid and the Maryland Childrens Health Insurance Program (MCHP). MHBE is seeking one (1) Senior IT Auditor Specialist to support the MHBE in identifying information processing and technology risks, audit and evaluate controls, make recommendations, and identify recommended solutions. Minimum Qualifications A minimum of ten (10) years of IT auditing experience including proficiency in general accepted IT standards, statements and practices and IT security and control practices. A minimum of five (5) years of experience leading independent Verification and Validation (IV&V) and Quality Assurance/Quality Control functions in supporting State and Federal government agency projects. A minimum of five (5) years of experience in Program/Project Management supporting State and Federal government agencies. Strong understanding of technical and business environments and strong communication (verbal and written) skills and the ability to interact and work with senior leadership. Preferred Qualifications A minimum of ten (10) years of experience leading IT audits in the healthcare domain. A minimum of ten (10) years of experience leading independent Verification and Validation (IV&V) and Quality Assurance/Quality Control functions in supporting State and Federal government agencies related to healthcare domain. A minimum of five (5) years of experience auditing IT vendor functions, performance and contract compliance. A minimum of four (4) years of experience managing IT projects related to Affordable Care Act or State Based Marketplace implementations. A minimum of four (4) years of experience working with or auditing Project Management Office (PMO) functions, processes, policies and procedures. Familiarity with the State Code of Maryland Regulations (COMAR) and Federal policy governing the State Based Market (SBM) place. Experience working with CMS in meeting and certifying for IV&V requirements of IT systems interfacing with federal agency systems. Knowledge of transaction sets such as the EDI 834, and IRS 1095 A/B.
