Description:

Background:

The City is seeking outside expertise to assist the City to develop a Request for Proposal (“RFP”) to solicit proposals for the Citys future enterprise Human Capital Management and Payroll Management System (“HCMS”).

The Citys existing Oracle PeopleSoft HRIS for HR and payroll was first implemented and went live in September of 1997. The current HRIS is expensive to maintain, support, and upgrade. Although the City has kept current with basic system updates, the City is not utilizing all existing system functionality, many of which are key to future business and workforce related operations.

The City needs to identify and retain a consultant to begin and complete Phase I of the project before releasing and RFP. Phase I of the project involves documenting business requirements for the future HCMS. This phase of the project is critical to ensure the Citys needs are identified, business requirements are documented correctly, and an RFP is developed from a Consultant who has expertise in current systems within the marketplace.
