Note: This request is for one full time staff augmentation resource. Consultant must be available for forty (40) hour work weeks, except for State holidays or other exceptions approved by DHS, and/or identified in the Event response. Resources may be expected to work up to fifty (50) hours per week dependent on project volume.

Description:

MNIT @ DHS is issuing this event to secure one (1) Software Quality Assurance Analyst resource with strong testing experience using accessibility / 508 compliance methodology in large and complex systems development projects. The Minnesota Department of Human Services (DHS) and MNsure have been charged by the state legislature with simplifying policy and modernizing human services delivery systems, including the Minnesota Eligibility Technology System (METS), to better meet the needs of clients and servicing agencies and to increase accountability to all Minnesotans. To do this, it is necessary to align automated systems development efforts to a business service delivery model.

The successful candidate (Accessibility Consultant) must have the experience to assume the role of usability / accessibility / 508 compliance software Quality Assurance Analyst on large and technically complex (new and active) projects. Experience using screen readers (i.e., JAWS) and narrators is required, as this type of testing impacts current projects. Accessibility Consultant (candidate) must interview face-to-face on-site if working locally, or via Skype, if currently working out of state. For each project, the Accessibility Consultant will be working with project teams, and is expected to create or participate in creating: Accessibility QA Test Strategy, Accessibility QA Test Plan, Accessibility QA Test Cases, Accessibility QA Test Closure, Accessibility Defects, Accessibility portion of the Requirements Traceability Matrix, and other Accessibility documentation, as requested (i.e., meeting notes, documented processes, change requests, status reports). The Accessibility Consultant will interface with a variety of individuals—both on the project team and outside the project team—who may have a vested interest, and who can offer information pertaining to the project, including: Program Manager; Project Manager(s); Business Analyst(s); Developer(s); Database Administrator(s); Information Technology Group; System Architect(s); all members of the QA staff (Managers, Supervisors, Leads, other QA Analysts); Business staff; DHS Business staff; MNIT employees; external vendors; stakeholder community, including the counties and health care provider organizations; and other agency team members. The Accessibility Consultant will mentor and support other team resources on MNITs established Quality Assurance Best Practices.

Accessibility project requirements include, but are not limited to: Work must comply with the States Accessibility Standards. Work must comply with the Statewide Enterprise Architecture. Work must comply with the States Enterprise Security Policy and Standards. Work must comply with Statewide Project Management methodology. Work must comply with applicable industry / agency standards. Accessibility Consultant is able to work independently, with little or no supervision, drive to resolution in situations that have high ambiguity and confusion. Accessibility Consultant will report to the Vendors Resource Manager, who will receive work direction from the States Accessibility QA Supervisor.

DHS does not anticipate that the accessibility consultant will work in production environments or encounter data either classified as "protected health information" by HIPAA or as "not-public data" by the Minnesota Government Data Practices Act.
