OHE program tasks are based on overly complex configurations of manual processes and diverse but aging methods and software technologies. This complexity makes the methods difficult to optimize, manage, or even observe. Some of the larger implementations are done in aging technologies that are falling behind in terms of industry standards. In some cases, methods are out of compliance with state standards to the point where becoming compliant requires technology replacement along with process re-engineering. While many of the issues have been apparent to OHE management and staff for some time, insufficient technical resources are available to rectify them. This project exists to begin the process of replacing existing aging methods with more modernized easier to support methods. High-level analysis has been conducted to identify the activities of detailed architectural design, database migration strategy/planning, and software development approach as critical pieces to complete the project planing and position the agency to begin the execution phase of the project. The project consists of four major components of work: Architectural Assessment - complete the initial architectural analysis to develop a detailed plan to the new technology stack that will that the agency into the future. Future State Design - develop the architectural design of what the future state of the system will look like. "Lift and Shift" to move a number of processes off of a proprietary database into a SQL environment. New Software Development - This work will be performed by developers, but will require architectural oversight to ensure that developers are consistent with Future State Design that the architect will develop. Commerce requires enterprise architecture direction and design for a number of applications and new solutions. The following projects are in need of architectural guidance in order to facilitate the completion of the projects: eHeat Next Generation Project is an effort to allow Commerce to provide heating to low-income residents. The development is following an Agile approach. The Weights and Measures application provides centralized management for scales and the various measuring devices, specifically the metrology and point of sale measuring equipment. The development is following an Agile approach. eTariffs Document Management System is intended to provide functionality for handling and processing documentation updates. This project is currently in the planning phase. Centralized GIS Component will integrate, standardize, and validate addresses.
