The resource will be expected to work onsite, as the State, MNIT and BCA lift restrictions. Onsite work will be completed at1430 Maryland Avenue, St. Paul, MN 55106. The Office of MNIT Services (MNIT) in partnership with the Department of Public Safety/Bureau of Criminal Apprehension (BCA) is seeking a Quality Assurance analyst to work on the eCharging System, Predatory Offender Registry and future MNJIS technical initiatives, as needed. The resource will start by performing manual testing activities on the eCharging System as part of the Juvenile Petition project team. The Juvenile Petition project is a new product that will allow BCA business partners to file and process juvenile petitions electronically. Currently this is a manual process. The Juvenile Petition product is a sub-system of the overarching eCharging product and service offered by the BCA. The e-Charging system is being modernized over the course of several years. The goal of the project is to develop and implement a sub-system (module) that will allow the processing of juvenile petitions to interface with law enforcement, court administration, judges, state court administration and prosecutors. The new system will be developed in web based and Microsoft .NET technologies with a SQL Server database. The following are the tasks and qualifications for the Juvenile Petition QA Analyst Tasks • Participate in formal review of business/functional requirements and application design • Prepare a Test Plan • Determine the types of testing that will be implemented. • Design and document test cases • Identify and communicate test requirements. • Identify and prepare test data. • Execute test cases. • Analyze, report, help troubleshoot and resolve test failures. • Report overall test status and results • Report and log defects found as a result of the test execution. • Perform other testing tasks as may be required by the project. • Provide knowledge transfer. Minimum Qualifications • Five (5) years experience in a Quality Assurance Analyst role with experience creating and executing manual test scripts for IT projects. • Two (2) years experience in Agile SDLC Desired Skills • Experience with program languages and software development technologies such as, JAVA, .NET, and SQL • Knowledge of using test management tools. • Experience performing, and working knowledge of Business Analysis and Project Management activities • Experience in automating and executing tests using Selenium/C#. • Experience working with Law Enforcement or Criminal Justice Systems • Experience working with SDLC tracking tools such as Atlassian Jira. • Creating quality assurance relevant documentation • Participating in formal review of business/functional requirements and application design • Establishing test entrance and exit criteria. • Analyzing and reporting of overall test status and results • Defining regression tests for future projects • Anticipating problems and demonstrated problem solving skills. • Defect identification and triage skills • Proven ability to collaborate, work effectively as part of a team. Establish and maintain working relationships with all levels of business customers and technology staff. • Experience testing in an agile development environment • SQL database query skills • Web services testing with SoapUI using REST and SOAP APIs Comment:The State will conduct interviews.
