Description:
This project is to continue development and enhancements of the Budget System web applications that support the State budget and planning functions. These web applications may include; Appropriation Maintenance Application (AMA), Budget Planning and Analysis System (BPAS), Capital Budget System (CBS), Departmental Earnings (DE), and the Fiscal Note Tracking System (FNTS), as well as any supporting applications required for the MMB Budget Division to conduct their work.

Each Budget System application was developed using the .NET Framework, Visual Studio with the VB.NET language, an Oracle database, and may utilize multiple third party tools such as rich text editors to provide the functionality required. Each application may use the AJAX Control Toolkit and/or iTextSharp library. The application UI is based on user security roles.

The contractor is required to develop a fully ADA-compliant (WCAG 2.0 (Level AA) and Section 508 Subparts A-D accessibility standards) web application including: UI screens, coding functionalities, HTML and/or PDF reports, file exports, etc. Also, the contractor is required to build a secure web application that meets industry standards by using known programming techniques to prevent security vulnerabilities, i.e. SQL injection, cross-site scripting, and others.

Application performance must be taken into account during development and enhancements and the system must meet industry standards for a web application; focus will be put on reliability (availability vs. down time), system processing (specifically during budget book production), and timely report processing.

The web applications must be built and enhanced according to MNIT and/or MNIT @ MMB policies, procedures, and/or standards. The contractor will work in a team environment and take work direction from a dedicated technical lead/project manager.

The Contractor will be expected to work on-site at the Centennial Office Building, 658 Cedar St, St. Paul, Minnesota.

Sample Tasks
• Design, develop, enhance, and test code
• Utilize tools to ensure the applications and reports meet industry accessibility standards (e.g. webaim.org WAVE browser extension)
• Optimize and enhance security using known programing techniques and industry standard practices
• Resolve any security flaws found by the vulnerability security scans tools (e.g. HP WebInspect, Veracode)
• Design, implement, and execute accurate and efficient SQL statements
• Optimize application and report performance using known methods or tools to analyze and optimize code
• Provide project estimates for initial build and or modifications requested
• Report status to functional project manager and IT project leads
• Provide input and research into project recommendations and decisions
• Create, document and track database migration requests
• Accurately prepare modifications for migration through development, system test and production environments using migration tools (e.g. Phire, MTK)
• Direct and guide Budget System development decisions as they relate to the client business processes
• Provide other project related experience as necessary
• Provide input and review of complex system design or modifications
• Complete technical specification documentation per standards as needed
• Provide expertise to resolve complex technical design issues
• Evaluate/implement technical solutions related to the integration of the Budget System applications with one another or with other Minnesota Management & Budget (MMB) web applications
