ELICI is a multi-phased project initiated to develop an Electronic Licensing Inspection Checklist to be used by DHS Licensors in the field. It is intended to replace the paper-based procedures currently in place. This project is a joint effort led by the DHS Licensing Division working closely with the MN.IT Microsoft Application Development Division @ DHS and other MN.IT Divisions as needed. The contractor selected for this project will have some interaction with individuals throughout the organization. Primary guidance and reporting responsibility will be through the Microsoft Application Development Division Director. DHS business staff are experts in Licensing policy and procedures. MN.IT project staff are experienced working in both Agile and Waterfall development methodologies. This project will follow an Agile approach. Tools supporting the software engineering effort include: ? SciForma for overall project management ? Standard Microsoft Office Suite, including Visio ?
