Description:
PROJECT APPROACH AND SCOPE OF WORK:
The Consultants PAQ Response should include a Project Overview, Resources, Approach/Methodology, Change Control Plan, Issue Tracking Plan, Assumptions and Quality Assurance Plan. The Consultant must provide a detailed description and firm, fixed price for each deliverable. The description must specify the tasks to be completed for each deliverable and the time frames in which the tasks will be completed. The Consultant should provide a work breakdown structure or project plan.

The PAQ response must include a firm, fixed price for each payment milestone and a draft project plan that presents a timeline; and required OA-ITSD, MDA resources. The Final Project Plan should be completed within two weeks of mutually signed PAQ.

The Consultant team should utilize Agile Project Management Practices. The consultant team must provide meeting facilitators, project management/oversight, and architectural design.

The scope of this project must include:
• Create a Product Backlog for each module identified.
• Plan and execute sprints to complete mobile Terminal Inspection module.
o Requirements Documents (ERD, process flows, backlogs, context diagrams, etc.)
o Development and implementation of code and module
o Test plans and testing
o User Manual that outlines the process and procedures for the module
o Implementation of the module
• Plan and execute sprints to complete internal office solution.
o Requirements Documents (ERD, process flows, backlogs, context diagrams, etc.)
o Development and implementation of code and module
o Test plans and testing
o User Manual that outlines the process and procedures for the module
o Implementation of the module
• Provide iteration plan for all remaining modules identified above.
o Planned iterations
o Product backlog
o High-level plan for remaining modules and preliminary estimates.

The scope of this project excludes the conversion of data from the existing systems into the new system.

The vendor must produce software solutions for the Internal Module and the Mobile Module for Terminal Inspections in accordance to deliverables identified within this PAQ. The vendor must produce documentation for iterations of the other modules identified in accordance to deliverables identified within this PAQ.

MOBILE MODULE FOR TERMINAL INSPECTIONS
One terminal inspector inspects 56 locations with multiple meters on each site on an annual basis. The current solution utilizes Lotus Approach software that resides on a non-issued State laptop. As a high-level requirement, the process will allow the inspector the ability to work remotely and connect to the core application to upload data to the appropriate database tables. The solution must provide the inspectors a list of inspection locations identified by systematic sampling. The user must be able to view historical data for reporting and trend analysis. The solution must be a web-based technology which provides field staff the ability to work in remote settings. (see Attachment 1)

Special Note: Not all areas of inspections have data coverage to where an internet connection is available; therefore the
solution must allow for integration in an offline status while maintaining electronic input at point of capture,
even while disconnected. This is to be accomplished in a HTML5 web application utilizing JQuery and
Knockout JavaScript libraries with the use of offline cache and to be cross-browser and platform independent.
