Key MoDOT applications such as the Transportation Management System (TMS) and Motor Carrier Express (MCE), Federal Aid systems and Disaster Recovery (DR) infrastructure are dependent upon middleware system administration and support with underlying key MoDOT applications and middleware infrastructure requirements. These systems are available 24 hours a day, 7 days a week. The Offeror must be available to help with any issues that may arise during this timeframe affecting the core functionality of the application, including an on-site presence. Middleware is software that mediates between application software and other software facilities such as a database. It manages the interaction between disparate applications across the heterogeneous computing platforms. Middleware is an “intermediary.” This type of software is used in complex environments and it does not necessarily represent one-to-one interactions between software agents. Middleware is essential to Enterprise Application Integration (EAI). Middleware Software Administration is necessary for a successful middleware infrastructure. Expert knowledge of the software on which the application resides is required. Middleware System Administration is also necessary for a successful middleware infrastructure. Expert knowledge of the hardware architecture and operating system on which the middleware resides, along with an excellent working knowledge of the software from a technical perspective is required. The MCE system is a website where commercial motor carriers can get information, credentials and permits that they need to conduct business in Missouri. In addition the system is used to administer the enforcement of safety and economic regulations for commercial motor carriers. TMS is an AllFusion Gen developed application that houses statewide transportation information related to travelway infrastructure of the state of Missouri. This includes the Statewide Transportation Improvement Program (STIP), Travelway Features, Bridge infrastructure, Traffic data, Accident data, Railroad data, and the Traveler Information Map. The Federal Aid system is a Portal-based application that houses information about federally funded MoDOT projects. This includes location and funding information for these work efforts. Oracle RAC databases host virtually all of the MoDOT application data. In conjunction with the database administrators and the server/storage support groups, problem diagnosis, application approach tuning and optimization are necessary requiring familiarity with the server platform, storage architecture, database software and the client software.
