MMS is used by operations staff to manage, plan, report, and track field operation activities including the type of work completed, the material and equipment used, location of the work, and the time involved. MMS uses the following technologies: .NET, Oracle, PL/SQL, JavaScript, Bootstrap, CSS, HTML, JQuery, DevExpress and ArcGIS. Other technologies may be introduced as necessary. A successful Business Analyst at MoDOT must be able to perform business and technical requirements gathering and create documentation of those findings. The BA must be able to serve as a liaison between the business partner and the technical team with the ability to clearly and effectively communicate in writing, by phone and in person. Must have the ability to influence business partners and determine acceptable solutions. Must have a proven track record of being a top performer and supporting successful project teams. A successful BA must have excellent planning, organizational, and time management skills. Must have a desire to work in a fast-paced environment while maintaining a professional attitude. The specific projects to be administered under this PAQ are unknown at this time, including the total number of deliverables, hours, and cost. The total estimated amount MoDOT may expend for this PAQ is not to exceed $100,000. The Offeror and MoDOT will agree on the scope, timing, and cost of each deliverable before the commencement of work. The contract period is November 16, 2019 through June 30, 2020 with option to renew for two (2) additional one-year periods for up to, but not guaranteed, 2080 hours each at the awarded rate. In the event MoDOT exercises such right, all terms and conditions, requirements, pricing and specifications of the PAQ shall remain the same and apply during the renewal period. Minimum skillsets required by the individual performing the work under the resulting contract must include: • Working knowledge of Information Technology and Software Development Lifecycles. • 5+ years of experience gathering requirements and technical writing experience. • Extensive knowledge of standard Project Management Process, both Agile and traditional Waterfall. • Proven success on complex project teams. • Experience with Visual Studio Team System (VSTS) • Experience with SQL Developer. • Prefer experience with systems generally associated with a transportation maintenance & operations system, such as a financial management system, time reporting system, and a fleet management system. • Prefer experience with a linear referencing system and ESRI mapping products. • Provide examples of applicable work. For critical support, it will be assumed, for evaluation purposes only, 1300 hours of PAQ work will be performed during the contract period.
