These systems will support the business and administrative functions of the NCHBE , which are required by the Patient Protection and Affordable Care Act (ACA) to facilitate the purchase of health insurance for individuals and small businesses beginning in October 2013. The Interim Exchange Planning Section (Section) within DOI will manage planning and preliminary development of the business and administrative functions of the NCHBE in the absence of an NCHBE Board. In June 2011, DOI submitted an application to U.S. Health and Human Services for Level I funding through the Cooperative Agreement to Support Establishment of State-Operated Health Insurance Exchanges. As part of its proposal under the Cooperative Agreement, the Section will initiate project management and hire a DOI IT project team for the purposes of the NCHBE business function development. The Section expects the selected Computer Systems Technical Analyst to ensure accountability and ultimate success of planning and developing business and system requirements as well as a Request for Proposal (RFP) of the NCHBE by utilizing industry tested best practices, guidelines, and methodologies. Description of Work: This position designs, examines, analyzes, and develops business and program processes, operation systems, and efficient business and financial systems. Positions develop business and systems requirements as well as a Request for Proposal (RFP) for needed services and systems. Position designs business and program systems solutions by identifying and evaluating options, resolving solution issues, and consulting with stakeholders. Positions apply project management methodology. Positions in this class develop expertise in one or several business areas and their integration points and contribute to strategic planning of systems and technology directions. Focus of this position is integration work with DHHS NC FAST system and NAIC SERFF system. Knowledge, Skills, and Abilities Requirements: Basic Requirements: ? Bachelor?s degree or equivalent experience ? Minimum of 5 years direct, hands-on experience as a Computer Systems Analyst ? In-depth knowledge of business systems, regulations and processes and their interaction and how they apply to technology in the applicable area(s). ? Ability to exercise creative and critical thinking in evaluating complex situations and developing solutions. ? Experience in integrating technical, business process, and organizational change readiness components in a cross-functional or enterprise project ? Detail oriented and capable of producing required requirements artifacts ? Skills in facilitation, problem solving and conflict management ? Strong verbal and written communications skills with the ability to communicate across functional areas ? Deep capacity for demanding and stressful project work ? Experience developing RFPs for information technology products and services and supporting business functions ? Experience soliciting and managing feedback from stakeholders ? Experience soliciting technical requirements that support Websites, Hosting and Maintenance ? Experience soliciting technical requirements that support software interfaces ?
