Work entails cleansing four existing databases (ACCESS and EXCEL); and a consolidated single database compliant with grant objectives by developing executable code to map data between existing and new database; provide tool to enable field staff to update information and assure updated information has been added; document how database elements can be transformed to NC-DENRs UIC Plug-In and NC Exchange Node and develop executable code to automate data migration; develop means to test and verify successful flow of data to EPAs CDX; and assist in evaluation of comprehensive data collection and management systems in Delaware and other states to determine applicability and transferability to NC. * This position has a lead role in carrying out the technical tasks required to implement the Environmental Protection Agency FY 2013 Network Exchange Grant that administers the requirements and provisions of the Federal Underground Injection Control (UIC) Program established by the Safe Drinking Water Act. EPAs Exchange Network Grant Program provides funding to states to develop and implement the capabilities needed to participate in the Exchange Network. The UIC Programs requires tracking and monitoring of “Class V” septic systems, which are large capacity systems receiving industrial process wastewater. Major tasks include the creation from existing databases of a new database for Class V septic systems in NC, based on the EPA Exchange Network model; updating information from past and new mail, phone, and field surveys with local health department assistance; flow data electronically to EPA Exchange Network; test/validate the data flow; and research requirements for establishing a new, comprehensive database management schema. * The programmer will work cooperatively with an Information Processing Assistant to also be concurrently engaged to implement this project. OSWBs Engineering Team Leader will provide the direct programmatic interface between DPH IT, regional OWPB and local health department program staff to achieve project goals. Required Skills: * The selected candidate must be a results-oriented individual with a strong work ethic and must be able to demonstrate excellent IT technical and project management skills, and excellent communication and problem-solving skills. Specific skill set requirements include: * Minimum of five (5) years experience programming and manipulating and consolidating data bases, ACCESS and EXCEL data into appropriate platforms * Must have excellent analytical software skills * Excellent written and oral communication skills Desired Skills: * Experience with cleansing and combining data bases to ensure accurate data elements. * Experience with IBEAM and EPA-CDX/Exchange Network. * Knowledge and experience with on-site wastewater systems and system databases.   Call 502-379-4456 Ext 100 for more details.
