The client is seeking a short term (approx. 12 month) Senior IT Program Manager. This position will be responsible for delivering an IT strategy for setting up and subsequent implementation of an Innovation Center based on business needs and requirements as stipulated by the new Division of Health Benefits. This role will support leadership by providing senior level project management expertise on all aspects of this initiative including analyzing existing business areas, working with staff to set up IT strategy and a roadmap for implementing. This position will support preparation and delivery of reports to the NC General Assembly based on existing legislative requirements. This position will lead the planning for the Medicaid and NC Health Choice Transformation Innovations Center within the new DHB. This position will coordinate the procurement process for any remaining work streams with input from staff and client stakeholders including development of procurement documents and review of proposals as part of the selection process with staff. Responsibilities include but are not limited to: providing senior leadership developing strategy for implementing the innovation center, delivering project related documentation including detailed project budget, leading and performing hands-on analysis of the business and technical environments, supervising implementation activities, ensuring that project plans and schedules are established and maintained, ensuring that deliverables are completed timely and accurately, conducting formal presentations and coordinating with all project stakeholders to ensure that appropriate project controls are instituted. Required Skills: * At least 10 years of IT program management experience, preferably in a senior program management level with large, complex automation efforts. * Very strong understanding of business process transformation along * Enterprise wide implementations from a non IT – business perspective * Should be able to provide Cross functional leadership, and manage Change management * Objective decision-making ability based on strategic objectives priority, business performance analysis and resource availability. * Hands on experience managing project risk, cost, schedule, quality, testing, and communications. * Solid work experience with project management tools (e.g. Microsoft Project) * Very strong in analyzing existing business areas, working with staff to set up strategy. * Strong knowledge of data analysis, data warehousing, data interdependencies * Strong supervision, organizational, interpersonal and time management skills. * Demonstrated strong presentation and training skills * Demonstrated strong oral and written communication skills.
