Client Info : ND Department of Health Description : It is issuing a solicitation to contract with a vendor to assist the marketing and communications team to improve awareness of initiatives related to the COVI-19 pandemic. Client is soliciting proposals for an Advertising and Integrated Marketing Solutions Contractor to hold under contract to be available to perform services needed by the department. The primary responsibilities will include, but are not limited to, assisting the marketing and communications team in the successful development, implementation, and evaluation of opportunities that improve awareness of Department of Health initiatives related to the COVID-19 pandemic. The contractor will possess impeccable integrity and a high standard for ethical conduct. The contractor will demonstrate a proven record of successful advertising and integrated marketing solutions for high-profile statewide or national organizations. In addition, the contractor must identify present examples of results that are met or exceeded in partnership with the respective clients. The successful offeror will work closely with multiple team members to provide services including but not limited to campaign development, media analysis and buying, layout, and design development related to the COVID-19 pandemic. All efforts must support the state brand and include measurable marketing objectives. The offeror must be able to meld quickly and sustain a credible and high-trust relationship with several NDDoH staff. Project flow may vary by initiative and program. To assist the offeror in preparing a bid, STATE anticipates the hours needed will vary based on projects, workload of staff, fundraising success of partners and other needs. Hours will increase to support campaigns and events. Offeror may include a cap on the number of hours available. The Chief Communications Officer or designee will be the point of contact for the awarded contractor. A. DELIVERABLES The contractor will be required to provide the following to achieve the objective of this project: 1. Assist North Dakota Department of Health staff who are responsible for overall project management, project coordination, presentation of opportunities and strategy. 2. Provide media buying and planning 3. Provide strategic and creative vision to support, enhance and further the development of Department of Health initiatives. This includes a digital strategy. 4. Provide creative services for the development of all advertising as needed. This includes art direction, copywriting and scripting. B. LOCATION OF WORK/TRAVEL Very little on-site work is required, however when required the STATE expects the successful Offeror to have key staff located on-site in Bismarck, North Dakota, during agreed upon key points of the project. The STATE will provide workspace for the contractor. The contractor should include in its price proposal: transportation, lodging, and per diem costs sufficient for all travel. The STATE will provide the successful offeror with information, knowledge, and expertise it possesses which will be helpful toward successful completion of this project. The STATE will work closely with the offeror to ensure a seamless working relationship between the offeror, marketing staff and the numerous stakeholders of the STATE. C. RISK MANAGEMENT The contractor will take appropriate measures to ensure the safety of its employees, state employees, the public, and property.
