Description :

3.1 SCOPE OF WORK

The auditor shall express an opinion on the fair presentation of the financial statements of Job Service North Dakota for the years ending June 30, 2021, 2022, and 2023. The Firm must give an opinion on supplementary financial information in relation to the financial statements taken as a whole. The firm will report on required supplementary information in accordance with the current guidance from the AICPA.

Audits will be done in accordance with: generally accepted auditing standards; Government Auditing Standards issued by the Comptroller General of the United States and Guidelines to Independent Certified Public Accountants Performing Audits of State Agencies, issued by the Auditor. The Firm will also follow the guidance of the AICPA Audit and Accounting Guide “Audits of State and Local Governmental Units,” and any other applicable AICPA audit and accounting guide.

Job Service North Dakota received and expended federal funds during fiscal year 2020 and anticipates the same or similar federal programs for the duration of the next audit contract.

3.2 REQUIREMENTS


A. DELIVERABLES
The Contractor will be required to provide the following deliverables:
1. Draft audit report to be reviewed by the Auditor including the management letter and any informal recommendations made to the Client will need to be submitted to the Auditor. Copies of the draft audit report will also need to be submitted to the Client.

2. Include a representative of the Office of the State Auditor in entrance and exit conferences.

3. A final financial statement report in one searchable, unprotected pdf file with bookmarks for the table of contents items for both the Auditor and the Client.

4. Presentation of the final report will be required to be made to the Legislative Audit and Fiscal Review Committee.


B. TYPE OF AUDIT REQUIRED

Audits will be done in accordance with: generally accepted auditing standards; Government Auditing Standards issued by the Comptroller General of the United States; Guidelines to Independent Certified Public Accountants Performing Audits of State Agencies; issued by the Auditor, and where applicable, OMB Circular A-133, “Audits of States, Local Governments, and Non-Profit Organizations.”

The Firm shall also follow the guidance of the AICPA Audit and Accounting Guide “Audits of State and Local Governmental Units,” and any other applicable AICPA audit and accounting guide.

3.3 EXPERIENCE AND QUALIFICATION
A. Minimum Qualifications
Offerors must have the following minimum qualifications in order to be considered for contract award:

1. The contractor must have the statutory authority to conduct audits in North Dakota as specified by N.D.C.C Chapter 43-02.2. Further the audits are required to be planned, supervised and most of the work done by Certified Public Accountants allowed to practice accounting under N.D.C.C Chapter 43-02.2.

2. The contractors most recent peer review or system of quality control review report must have received a peer review rating of pass.

3. The auditors must be independent in accordance with:
a) AICPA standards, and;
b) Government Auditing Standards, issued by the Comptroller General of the United States.

4. Auditor team members must meet the continuing professional education requirements of Government Auditing Standards.
