Description :

The scope of work is intended to describe specific expectations and services that the successful offeror will be responsible for completing once awarded.

STATE is soliciting skilled technical assistance and facilitation services to support in strengthening its infrastructure, operations, and communications, and to develop a data-driven approach to service delivery with the goal of successfully implementing and sustaining the objectives identified in the PDG B-5 renewal grant.
Technical assistance will be provided both onsite and virtually over the contract period by a dedicated, consistent individual consultant.

The successful offeror shall deliver the following services:
• Project leadership and coordination.
• Review of the 2018 and 2022 PDG B-5 grant and renewal grant, and of the original PDG B-5 needs assessment and strategic plan developed in 2019.
• Detailed action plan and an 18-month timeline, to include objectives, action steps, timelines, outcomes, and measurements.
• Facilitate a virtual “Kick off” conference call within two weeks of the contract signing.
• Provide, at least quarterly, ongoing intensive consultation and technical assistance specifically tailored to STATE needs with onsite in-person multi-day consultation and visitation during the contracted period. STATE is anticipating approximately two full work days each for the quarterly onsite visits.
• Conduct pre and post in-person meeting conversations with STATE Director and ND PDG Project Coordinator. These pre and post in-person meeting conversations will occur with the multi-day meetings referenced in the bullet above.
• Ongoing monthly virtual meetings and targeted support, as required, to meet action plan outcomes.
• Provide regular email and other communications to facilitate project to include agenda building, meeting notes, and distribution to STATE team.
• Provide research and resources based on needs identified by STATE team and extensive knowledge of existing state and Early Childhood systems, offering detailed recommendations, as appropriate, to stimulate new thinking and implementation of best practices and standards.
• Draft a revised Strategic Plan based on the updated needs assessment and input from STATEs team.
• Facilitate the formation and work of the Professional Development Work Group (PDWG) with a total of five days onsite in up to three visits (this is in addition to the in-person multi-day consultation described above). The PDWG will review and make recommendations to revise the North Dakota Core Competencies for Early Childhood Practitioners to align with the National Association for the Education of Young Children (NAEYC) Professional Standards.
• Draft revised North Dakota Core Competencies for Early Childhood Practitioners based on the work of the PDWG.
• Complete a crosswalk of the revised North Dakota Core Competencies for Early Childhood Practitioners with the North Dakota Early Learning Standards and make recommendations for ongoing professional development to support practitioner competencies.
• Facilitate and support STATEs team internal continuous quality improvement cycle of plan, do, study, act.
• Provide options for STATE to consider when developing a request for external program evaluation.
• Attend monthly virtual meetings with STATE and PDG Federal Project Officer.
• Assist in the development and documentation of targeted action plans for specific goals, such as staff configuration/roles/responsibilities and needed preparation; leadership and communication; recruitment and design of work groups; data alignment, analysis, and application; and others, as determined.
