Description :

Reporting to the Deputy Data Strategist at Nebraskas Department of Health and Human Services (DHHS), the Data Capability Owner (DCO) is an experienced leader in implementing, executing and improving Data Program processes and systems with the goal of enhancing business performance and delivering better outcomes for Nebraskans.



Key Responsibilities/Tasks

· Leads the delivery of Data Program Road Map initiatives by collaborating with technical and functional representatives within DHHS.

· Chair and Lead the Data Program Steering Committee to ensure alignment, prioritization, delivery of departmental, divisional, and agency initiatives.

· Manage a team of product owners who represent the divisional and agency data needs.

· Synchronize frequently with the Product Owners of agile teams to receive and gather accurate business context and feedback on implementation progress.

· Oversee and manage the Data Intake process, work with product owners to ensure requests are completed accurately and routed appropriately prior to work beginning on the data.

· Provide regular progress reports to the Data Program and Business leads.

· Work with Business, IT, and Data Governance teams to ensure requirements are delivered to expectations and follow agreed governance and delivery processes, escalating risks and issues when necessary.

· Drive alignment and influence across organizational levels. Facilitate and align groups with diverse perspectives across varying degrees of data literacy and technical competencies.

Qualifications:

· Bachelors degree in business, information technology, or a relevant field required; advanced degree (MS, MBA) in a business, data, or technical field preferred

· 8+ years experience in related business experience is mandatory

· 5+ years experience in managing business capabilities for data

· Experience in Agile frameworks (e.g., SAFe, Kanban, Lean) and their application required, certification preferred

· Proven influence management, problem solving, decision making, relationship building, organizational, and leadership skills.

· Excellent communication, interpersonal, and conflict-resolution skills. Contributes to an environment of strong team spirit, timely and effective communications, sense of urgency, high motivation.

· Ability to prioritize tasks and work with multiple priorities, sometimes under limited time constraints.

· Takes accountability for actions, drives results, learns from mistakes. Is direct and truthful and therefore widely trusted - delivers on promises, goals, and expectations. Makes quality decisions and resolves problems rapidly.
