Currently, the Bureau of Safety Programs (BSP) collects over 300,000 paper crash reports per year from law enforcement agencies. Data from reports are manually entered into the Accident Records Database (ARD) by an vendor and quality checked by BSP staff. BSP would like to define a process to obtain this data directly from law enforcement agencies. This business case specification will outline the process to efficiently and effectively obtain crash data and achieve the following:
1 Alleviate the strain on staff to handle the workload
2. Alleviate the tedious and time consuming task of quality control of crash data
3. Eliminate the need for vendor support and staff overtime
4. Benefit other agencies - Highway Traffic Safety and Administration, Federal Highway Administration, New Jersey State Police, Motor Vehicle Commission, New Jerseys three metropolitan planning organizations, county and municipal law enforcement agencies. Over time this will drastically reduce police dependence on paper forms. This will reduce costs to police and state in processing crash reports.
5. Improve the timeliness of crash data to end users.
