Every application in use runs independently, in silos without cross application integration or consideration for data management best practices. Some systems are virtually unsupported due to attrition and lack of knowledge transfer.? Additionally, some new systems are utilizing SaaS solutions requiring data integration services while many processes within the department remain manual and paper based.? There is an ever-increasing demand for digitization across the administrative units and enhanced data analytics as well as a requirement to develop new systems in support of Administration priorities to support the innovation economy including the NJ Career Network, Apprenticeship program expansion.? The objective of this data program is to develop a department wide data modernization strategy and long-term sustainability plan for the departments 44 systems identified as in need of modernization, as per EO225, including 6 mission critical applications.? To fulfill this objective, the project will also look at all applications and databases not identified for modernization, current inflight projects and critical technology that supports the current applications and/or critical business functionality. The Data Program will be carried out in phases and support all Modernization efforts and will start with the UI Mod Program in flight. The Program will initially consist of 1 major Program Area – UI Mod but will expand to other Modernization Efforts. SCOPE The Enterprise Information Strategy is divided into 12 Tracks of work and the SC3 Senior Data Solutions Information Architect1 will focus on Phase 1 of • Track I Current State and Data Discovery • Track IX Technology Blueprint • Track X Analytics Strategy and Roadmap • Track XI Data Foundation Build The scope is divided into two resources because the of the magnitude, complexity, and body of work to be completed. The first SC3 Senior Information Data Solution Architect1 will focus on the 44 systems in scope The SC3(Senior Information Data Solution Architect 1) will focus on building Information Architecture Frameworks for the overall Data Strategy pertaining to UI Mod and all underlying systems, data owners, databases, and applications working together with the Senior Data Management Lead and the Office of the CIO in defining the framework for Information Governance, Data Quality and Technology Blueprint. The expertise is needed to develop a modern data strategy does not exist in house. The Senior Information Architects must have experience in successfully completing enterprise data management initiatives development, planning and/or execution of multiple data programs The resource will function as part of a team working directly with the Data Strategy Lead and the CIOs office and management team, in collaboration with the business areas and project teams leads of initiatives in progress. Attrition in both the IT and business units have created staffing gaps restricting the ability to dedicate full time resources to this team.
