It is mandatory to be onsite for the duration of the project and able to do an in person interview. *** 3 Professional References Required & will be checked before submitting candidate to client *** Project Overview: Some travel within New York State may be required. The successful candidate must possess proven skills to critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs, and have experience and expertise in recognized business analysis techniques such as interviews, workshops and surveys to elicit and document business requirements, analyze and model business processes, develop business process improvement strategies, analyze business data, conduct fit-gap analysis, prepare business cases, model databases, create and execute test plans, etc., for the purpose of translating business needs into practical technology solutions. Outstanding written and verbal communication are required to enable collaboration with developers, subject matter experts and customers to establish the technical vision and analyze tradeoffs between usability and performance needs, and to act as a liaison between the business units, technology teams and support teams. IIBA certification is highly desirable. The candidate will have work experience in the transportation sector and will preferably have an understanding of transportation topics including linear referencing systems, network navigation and asset management. Mandatory Skills / Expertise: * Minimum eight (8) years performing Business Systems Analysis, performing duties such as requirements elicitation and documentation, process and data analysis, process and data modeling, creating and executing test plans, functional specifications. At least one year of this experience must be on a GIS web based application project. * Minimum eight (8) years experience in Application System development projects which use a formal System Development Life Cycle with specific tasks and distinct deliverables. * Minimum four (4) years experience in Technical Writing performing duties such as the creation of system, technical and user documentation, and of training materials. * Minimum two (2) years experience with relational database design and modeling. * Minimum one (1) year hands-on experience using the Rational suite of products including Requisite Pro, Rational Rose, Clear Quest and Test Manager. * Minimum one (1) year experience as a Business Analysis in the transportation sector. Desirable Skills: * Bachelors degree or higher in Computer Science highly desirable. * Four (4) years Business Analysis experience working on desktop or web based GIS applications. * One (1) year Business Analysis experience working on Traffic Management Systems (eg. Traffic Monitoring, Incidents, and (ITS) Intelligent Transportation Systems). * An understanding of linear referencing systems applied to transportation networks. * Strong understanding of Service Oriented Architecture (SOA) practices and concepts. * Strong understanding of Network Architecture and concepts. * Two (2) years of experience with Data modeling techniques. * One (1) year of experience dealing with Business rules engines * Two (2) years of experience with UML * Two (2) years of experience with Use Case based analysis * One (1) year experience dealing with structured XML data * Outstanding communication and inter   Call 502-379-4456 Ext 100 for more details.
