Requirements The Consultant shall work with the Data Analytics Bureau and the Division of the Chief Information Officer staff to assist with the build-out of the current OSC environment for both infrastructure and tools as they relate to Data Analytics and the necessary supporting technologies, such as data warehousing, business intelligence, statistical analysis, and data exchanges with external agencies/entities. Tasks will include, but are not limited to: • Reviewing and analyzing the existing FirstNY data warehouse and new Data Analytics warehouse environments and other external sources in order to design and architect a system communicating this information to Data Analytics Bureau staff and OSC; • Assisting with the implementation of Data Analytics architecture design to accept structured and unstructured datasets as they are acquired through the Data Analytics Bureau; • Assisting with the implementation and migration of Pentaho and Attunity ETL environments, including fact and dimensional models as defined through user story and use case development from business analysis teams; • Assisting in the design of Tableau/OBIEE dashboards and reporting as defined through user story and use case development from business analysis teams: and • Assisting with the extraction, transformation and loading of newly identified/acquired data into a secure Data Analytics environment. B. Additional Information The Consultant shall: • Work a 40-hour workweek during regular OSC business hours (i.e., between 8:00 AM and 5:00 PM Monday through Friday, excluding observed State legal holidays). The Consultant may be allowed to work remotely on a very limited basis for OSCs convenience, but only with prior OSC approval. • Work at OSCs office building located at 110 State Street in Albany, NY with occasional travel to meetings at other NYS agency office, as required. • Report directly to the Director of the Bureau of Data Analytics. Minimum Qualifications: Qualification M1 – A computer science or information technology related Bachelors Degree (4-year degree) Qualification M2 – Five years of experience developing and maintaining a data interchange system interfacing with a wide array of varying data sets including flat file, direct database connection, and XML transactions. Qualification M3 – Five years of experience working with ETL tools. Qualification M4 – Five years of experience working with business intelligence and data visualization tools, such as OBIEE and Tableau. Qualification M5 – Five years of experience with SQL. Qualification M6 – Three years of experience with technical user documentation for knowledge transfers. PREFERRED QUALIFICATIONS: Qualification D1 – Strong communication skills working with both technical and non-technical staff, including: • Strong presentation and verbal skills demonstrating the ability to communicate complex technical information to a non-technical audience, • Strong written skills with the ability to document technical designs, and • Strong instructional skills for mentoring and knowledge transfer through hands-on training.
