NYePAY is a multi-component application that replaces the process and cost of printing physical checks and mailing them to recipients. NYePAY currently provides the ability to Process electronic payments for local districts to Adoption Subsidy recipients. The electronic payments include options for Direct Deposit or a branded Debit Card from the bank. The current contract with our banking partner, Key Bank, expires in March 2023 and there will be a change to a new banking partner. This will require significant changes in NYePAY to establish the debit card enrollment, debit card maintenance and ACH payment transfers with the new bank before this change occurs. NYS intends to expand the cost savings and payment security of NYePAY by extending its capabilities for Child Care subsidies. Recent legislation has mandated a direct deposit option in addition to a paper check for Child Care providers. Including Child Care payments in NYePAY will require many modifications to the application and interfaces. Qualifications: Systems Developer - Develops and implements applications and programs for the backend processing systems used in businesses and organizations. Expert 84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field. 84 months experience developing N-Tier .net web applications 72 months experience developing applications utilizing .Net 3.5 or above. 72 months experience writing and developing Web Services or Windows Communication Foundation (WCF). 72 months experience with PL/SQL writing packages, XML type stored procedures and triggers. 48 months experience design & deployment of complex SQL objects and relational databases design. 72 months experience developing .net web applications using MVC pattern. 36 months experience with Team Foundation Server.
