Communicates with the business subject matter experts to understand and document the detailed required functionality and features of the State of Ohio Enterprise Data Warehouse (EDW), Ohio Benefits and other DAS Enterprise Applications for the purposes of creating the scope of work for RFPs and RFQs. b. Meets with the manager and technical teams to document the existing platform for the purposes of background information in the RFP(s). c. Document additional enhancements in the RFP(s) that will be needed including all major enhancements/projects, automation initiatives, major upgrades, and others deemed necessary by stakeholders. d. Writes the RFP(s) and review with internal team. e. Reviews and modify RFP(s) according to the guidance and standards set forth by DAS Office of Contracts and DAS Legal. This will be an interactive process until the RFP is final and approved to release. f. Communicates with the senior leadership team, seek input, and approval to release. g. Facilitates budget discussion for procurement. h. Maintains project plan, schedule and timeline of activities and communicate with business and all stakeholders. i. Advisory role in the RFP(s) evaluation process. j. Completes all the necessary procurement process to have a Purchase Order (PO) created for the awarded RFP. k. Planning and coordination efforts for transition from existing vendor to the awarded vendor after the selection and award has been completed. l. Provides weekly status reports to provide project updates. Looking for one Program Manager 5 REQUIRED: a) Previous experience in writing Request for Proposals and procurement documents. b) Must have experience using office automation and project planning tools such as Microsoft Project, Microsoft Office Visio, Microsoft Office and other tool sets; and c) Must have proven software design and development programming planning and delivery background.
