Description:

Project Scope Summary (a general narrative of the needs and scope of the project):
The State of Oklahoma is seeking a team of individuals to provide analysis, design, and development of an Accountability System. This system is the mechanism that the Oklahoma State Department of Education is using to meet the federal accountability Every Student Succeeds Act (ESSA) and Oklahoma House Bill 3218. The project will consist of the following items:
1. Development or enhancement of an application(s) to collect, validate, and verify the following data sets that are inputs into the accountability system, this would include the method to bring the data in and cleanse it through the development of business rules.
o Attendance Data
o Graduation Data (4th, 5th, and 6th year cohort graduates)
o English Language Proficiency Assessment (ELPA) Data
o ACT/SAT Data
o Enrollment Data
o IEP Data
o Course Data (enhancements only)
o Student Demographic Data (enhancements only)
2. Enhance the current Accountability System to include the new calculations for the indicators:
o ELA Status (uses state assessment data which is already collected and ran through a rigorous validation process)
o Math Status ( uses state assessment data)
o Science Status (uses state assessment data)
o ELA Growth (uses state assessment data)
o Math Growth (uses state assessment data)
o ELPA Progress (uses ELPA and demographic data)
o Chronic Absenteeism (uses attendance data)
o Graduation Rate (uses graduation data)
o Postsecondary Opportunities (uses course data provided by the district and by CareerTech)
3. Development of an application to determine school designations based on the indicator data (Comprehensive and Targeted).
4. Enhancements to the current Accountability System to modify the verification and validation process for school districts to include the following (aka; correction windows), during these correction windows districts are allowed to review the data in a secure portal and make corrections or submit a Data Verification Request.
o Student Assessment/Enrollment
o Student Demographics
o AF Indicators
o Designations
5. Development of reports for the required contextual data per ESSA, please visit this link and page 70-77 for more information on what data will need to be presented and approx. how many reports (https://www2.ed.gov/policy/elsec/leg/essa/essastatereportcard.pdf).
6. Development of the needed views (approx. 15-20) to allow the OSDE EdFacts Coordinator to pull the required data elements for EdFacts reporting.
7. Development of a Public Reporting Website which will serve as the means for the citizens of Oklahoma to review the summative school grades, indicator grades and contextual data as required by ESSA. You can view an example of the type of public report card that OSDE wants on their website (http://sde.ok.gov/sde/accountability-assessments) and going to Accountability Board Presentation and review slides 28-30.

The contractors response shall include:
1. A written narrative addressing their understanding and approach to address the Project Scope, Deliverables; Schedule; and Timeline.
2. The skill sets and hours required of each to complete project.
3. Resumes from associates to be assigned to this project.
4. Provide a detailed list of costs – costs may be either “total project turnkey” costs or hourly costs by skill set required as defined by the SOW.
