Description: The client is in need for the provision and implementation of a web-based state system to collect the necessary information for reporting and financial tracking to support the ODCTE agency goals and objectives. This system will be an upgrade and renovation of existing systems currently being used. The system will include a database that is student centered and performance driven. The system will link with key partners from PK-12, higher education and workforce to strengthen partnerships and encourage collaboration. Data collection and reporting must be streamlined and modernized. Report generation must be flexible and easily retrieved. There are four main deliverables as part of this project: 1. Develop an integrate web portal that will allow Oklahoma Career and Technology Centers, Comprehensive Schools, and other reporting affiliates to submit data needed to meet the ODCTE goals and objectives. 2. Developing a live Operational Data Store to send student and performance data in real time to the ODCTE for program reporting purposes. 3. Developing a Data Warehouse to link and track school, student, and other performance metrics overtime. 4. Developing Analytical Dashboards that allow various audiences to see the performance on program goals Required Skills: - System Administration - information to include but not limited to: application/system dependency, physical architecture, system software/hardware specifications, firewall specifications, estimated users, peak processing time, hours of operation, user impact for system failure, data flow diagram, data sources, data refresh/system updates, security and privacy, input/output procedures, backup procedures, monitoring procedures, maintenance procedures, data admin procedures, DBA procedures, interfaces, etc. - Help Desk Manuals - information to include but not limited to: system overview, permissions, logging on, system menu, functionality, error handling, exception handling, etc. - End-user documentation - information to include basic screenshots on end-user use cases, including definitions of complex terms, standard online Help, and basic overviews of workflow, data validation, and application purpose suitable for end-user self-service. - Developer/Design Documentation - Information to include but not limited to: design process, application and data architecture, relevant batch jobs, class diagrams and descriptions, and business logic UML or user story information, and application programming interface information sufficient for permanent development staff to maintain and extend application. Education and Experience: - 2+ years experience performing documentation support responsibilities - Must have worked as part of a software development team as a technical writer - Must be able to communicate with technical staff - General knowledge of information systems best practices - Ability to visualize data, concepts, and work flows to create diagrams, charts and illustrations to supplement documentation. - Experience creating UML and ERD Diagrams in Visio or other charting tools. - Must have high proficiency in technical writing. - Must be able to show previous technical documents from a previous project or equivalent.
