Responsible for the overall system design. Documents development requirements for database, applications, and operation system environment. Consults with end users to test and debug applications to meet client needs. Serves as expertise in all aspects of designing and application development. May conduct training to IT Staff. Requires a bachelors degree and may be expected to have an advanced degree in area of specialty and 8 or more years of experience in the field or in a related area. Demonstrates expertise in a variety of the fields concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks. May provide consultation on complex projects and is considered to be the top level contributor or specialist.

Summary Overview

The Department of Consumer and Business Services (DCBS) is issuing this Work-Order-Contract to procure the services of an experienced Microsoft SharePoint Specialist. The SharePoint Specialist must have extensive experience in of the use of SharePoint for external websites, including the administrative role, custom-developed webparts and user functionality.



As a SharePoint Specialist you will be the Technical Lead in the migration of content from current SharePoint websites into a new site template recently released by the states web vendor, NIC USA.



The term of this contract is anticipated to be one year, June 15, 2017 to June 15, 2018, with a maximum of 250 hours.

Background Information

DCBS is Oregons largest business regulatory and consumer protection agency. The department administers state laws and rules to protect consumers and workers and support a positive business climate in the areas of:

Workers compensation
Occupational safety and health
Financial products, services, and institutions
Insurance
Building codes


DCBS staff members are committed to carrying out the departments statutory responsibilities and fulfilling our mission and goals in a manner that serves the needs of the public and the businesses and professionals we regulate.

DCBS launched six new division websites on June 28, 2016. The websites use a template developed by the states web vendor, NIC USA. DCBS, with the help of a contractor, also developed dynamic data tables and custom web parts to display some of its content.



Since the websites were launched, NIC USA released a new template (version 4.6). The template is much improved and most importantly, fully accessible for people with disabilities.



DCBS plans to move into the new templates over the next year, but there is no direct content migration available since the layouts and metadata have been changed extensively. We need technical expertise to complete the project.







Project Description and Tasks

The SharePoint specialist will serve as the technical lead in the project to move the following websites to V4.6:

Oregon OSHA (osha.oregon.gov)
Building Codes Division (bcd.oregon.gov)
Workers Compensation Division (wcd.oregon.gov)
Workers Compensation Board (wcb.oregon.gov)
Division of Financial Regulation (dfr.oregon.gov)
Tasks will include:


Audit each site and develop a list of the content to be migrated and a migration plan.
Meet with each website team to review the migration plan for their website. Reach agreement on migration strategy.
