ODOT Specific Description

The purpose of this project is to implement an Enterprise Role Management tool to assist the Department in developing a sustainable process of managing access to information systems.

A major objective of the project is to establish an effective functional model, easy to operate, understand, maintain, manage, and modify as required while continuing to allow flexibility to accommodate changing business needs. An additional objective is to limit access to DMV computing resources to the minimum requirements with the performance of ones job duties.

The final result will be the implementation of a tool and supporting processes that will provide clear insight into the access rights of accounts in our environment. This will provide a single, consolidated view across multiple platforms including MS Active Directory and RACF.

This project will have three main phases:

Phase 1 – Manage the procurement and installation of an Enterprise Role Management tool previously selected & tested at ODOT (product: CA Role & Compliance Manager).

Phase 2 - Review existing environment & develop a Role Based Access governance model including:

Review of the current process for access management at ODOT which has evolved over a period of time
Develop governance model which includes:
Data Clean-up - ID resources & data owners, establish clear resource description in “business friendly” language, work with data owners to validate current memberships;
Role Modeling - Work with business areas & data owners to collect resources into logical groupings, assign a Role owner;
Role Lifecycle Management – Develop processes for role creation, role changes (resources/ownership), role removal;
Compliance Management - Establish processes for ongoing review and attestation by managers, data owners, and role owners
Phase 3 – Begin implementation of a Role Based Access Model in ODOT in a phased roll-out based on logical units within ODOT, starting with the Driver and Motor Vehicles division.

Mandatory Skills

5-10 years of Information Systems Project Management experience
Extensive knowledge of all project management disciplines as documented in the PMI PMBOK
Experience in Project Management and/or Governance of Information Security and Access Control
Ability to work comfortably with complex application features
Flexibility
Adaptability
Superior oral and written communication skill (including technical writing)

Desired

PMP or OPMA certification
CISSP or related certification
Working knowledge of COBIT or ITIL frameworks
Contract/Vendor Management
Familiarity with state government processes (Request for Purchase process, State Government Budget and Reporting Guidelines
Familiarity with the CA Role & Compliance Manager Tool
