***This position has 40 hour work weeks Monday through Friday.***
***This position is 100% onsite at the Dauphin County Administration Building (2 S 2nd St, Harrisburg, PA 17101).***
***This requisitions PO is funded through 12/31/21, so use that date in the RTR. This position is long term and the contract end date is dependent on the final schedule and projected needs.***
***This will feature a first round in-person interview.***
***The start date is ASAP for this position.***

Dauphin County seeks a Full Stack Developer with skills in a variety of coding niches including SQL (sort of a jack-of-all-trades). The candidate should have excellent analytical skills.
The ideal candidate would be able to:
Design, develop and maintain software (new and existing)
Review and optimize existing web sites
Produce accurate and meaningful documentation
Test and debug software
Write clean code for the front and back end of the software
Design well thought-out, intuitive applications screens UI/UX
Validate data for accuracy and completeness when reporting or producing graphical dashboards
Create databases for the back end of the software
Ensuring cross-platform compatibility and optimization
Testing and maintaining the responsive design of applications
Developing APIs and RESTful services
Keeping up with technological advances
Communicating effectiveness of emerging technologies to management
Maintain security awareness when developing
Strictly follow change management processes
Communicate effectively with non-technical stakeholders


Here is the Job Description:
1. Develop, maintain, and troubleshoot core business applications, including associated hardware, endpoint, and databases, including the coordination with other IT groups as required.
2. Subject Matter Expert (SME) on moderately complex projects which are cross functional with county, vendors, and external partners.
3. Develop, analyze, and create tests and develop specifications and requirements in collaboration with customers, developers, and vendors.
4. Collaborates on and assists in the planning, design, development and deployment of new applications and enhancements to existing applications.
5. Owns organizational and platform knowledge in one or more application products to successfully support enterprise application customers.
6. Resolves complex issues that may involve multiple systems, while understanding potential business and information technology risks for the customer.
7. Leverages knowledge of relational databases and spreadsheets to extract and analyze data to identify business problems, trends, opportunities for process improvement, and project goals.
8. Meet and Coordinate with internal and external stakeholders to establish project scope, system goals, and requirements.
9. Responsible for identification, documentation, and resolution of risks, defects, and issues.
10. Translate highly technical specifications into clear non-technical requirements.
11. Ensures the stability and reliability of data access and data quality across the organization via ongoing database support and maintenance.
12. Define and coordinate the execution of testing procedures and develop test cases to serve the overall quality assurance process.
13. Develop and implement maintenance procedures, monitor systems health, gather system statistics, and troubleshoot reported issues, errors, and alarms.
