The Senior Business Subject Matter Expert (SME) brings proven experience from related businesses or organizations as well as system integration and technology experience (more than 10 yrs experience).
Complete Description:
The Senior Business Subject Matter Expert (SME) brings proven experience from related businesses or organizations as well as system integration and technology experience. They consult with the client to define needs or problems, conduct research, perform studies and surveys to obtain data, and analyze problems to advise and make recommendations on business and technical solutions based on hands-on experience solving similar business problems. They are able to utilize knowledge of theory, principles, or technology of specific discipline or field of specialization.

More than 10 years experience
4 year college degree in computer science or a related field with advanced study preferred; certifications specific to the field of project management.
•Consults with executive-level stakeholders to define business need or problem; conducts research, performs studies and surveys to obtain data; and analyzes problems to advise on or recommend solutions, utilizing knowledge of theory, principles, or technology of specific discipline or field of specialization.
•Requires knowledge in computer programming and other related technical fields as well as extensive experience in a particular business or industry subject matter.
•Conducts study or survey on need or problem to obtain data required for solution.
•Analyzes data to determine solution, such as installation of alternate methods and procedures, changes in processing methods and practices, modification of machines or equipment, or redesign of products or services.
•Advises client or department heads on alternate methods of solving need or problem, or recommends specific solution.
•Requires experience providing consulting services to governmental entities.

***Evaluation and Performance***
Scope of Work
1. Provide detailed support to Evaluation and Performance Committee.
2. Work closely with Project Director and other project staff.
3. Identify all performance measurement data needs and corresponding environmental scan activities.
4. Develop and deploy survey(s).
5. Summarize survey results.
6. Analyze data and prepare reports.
7. Propose performance measures for use in monitoring and reporting.
8. Document proposal and assist in development of for ongoing methodology, approach and timing of monitoring, evaluation and reporting.
9. Develop additional content, approach and materials to meet Committee needs.
10. Conduct monitoring and reporting.

Description
1. No less than 10 years total work experience in performing evaluation and performance reporting work (Required).
2. Experience with large scale projects designing, developing and delivering initiative evaluation, monitoring and reporting (Required).
3. Experience with data gathering, analysis, benchmarking, assessing and routine monitoring of projects (Required).
4. Experience with creating operational policies and procedures essential for effective evaluation, monitoring and reporting (Required).
5. Experience with the Commonwealth of Pennsylvania (Highly Desirable).
6. Experience with survey, benchmarking and evaluation of federal health care programs or grants (Highly Desirable).
7. Experience with diverse stakeholders at all levels and external to the organization (Highly Desirable).
8. Collaborative, flexible nature with ability to work with diverse, complex and shifting dynamics (Required).
9. Strong listening, writing, analytical and presentation skills (Required).
