Project Identification: a. Project Purpose and Objective The purpose of this project is to deploy a highly available, scalable solution for managing identify for Department of Education agency staff, students, parents, vendors, and administrators. b. Background In response to the COVID-19 pandemic, the Department is deploying resources to support students, administrators, and parents with academic and non-academic supports to combat learning loss and provide additional virtual resources. In order to accommodate the additional requirements of supporting students, families, and educators through learning loss and virtual learning, the Department must create a newly architected solution for identify and access management to state resources. This solution will allow these stakeholder groups to access necessary, personalized learning and resource needs through a scalable identity management solution. Utilizing AzureAD for Identity and Access Management, the Department can leverage the extensive resources available to education to provide a rich experience for relevant stakeholder groups. 2. Acronyms/Definitions: a. Application Programming Interface (API): APIs are a set of functions and procedures that allow applications to access data and features of other applications, services, or operating systems. b. Best for All Central (BFAC): BFAC is Tennessee Department of Educations Hub for Learning and Teaching, an online tool designed to provide school leaders, educators, and families an extensive collection of resources to support teaching and learning, as well as features for locating specific resources quickly and easily. c. Microsoft Azure Active Directory (AAD): Azure Active Directory is Microsofts cloud-based identity and access management service, which allows employees to sign into services and access resources. d. OAuth 2.0: OAuth 2.0 is an industry-standard authorization protocol framework that enables a third-party application to obtain limited access to an HTTP service. e. OpenID Connect: OpenID Connect 1.0 is a simple identity layer on top of the OAuth 2.0 protocol. It allows Clients to verify the identity of the End-User based on the authentication performed by an Authorization Server, as well as to obtain basic profile information about the End-User in an interoperable and REST-like manner. f. Single Sign On (SSO): Single sign-on is an authentication scheme that allows a user to log in with a single ID and password to any of several related, yet independent, software systems. Security Assertion Markup Language (SAML): SAML is an XML-based standard for exchanging authentication and authorization data between IdPs and service providers to verify the users identity and permissions, then grant or deny their access to services. 3. Scope of Work & Deliverables: a. Services Required: 1) AAD based solution: The solution shall use the departments AAD system to store user information for the following user groups: 1. Agency staff 2. District staff 3. Students 4. Parents 5. Vendors 2) User Provisioning: Design and setup the solution to auto-provision user accounts in AAD from a predefined data source. 3) Authorization: 1. Design a sustainable security group model to manage user access and user roles for each application 2. Create AAD security groups 3. Delete unneeded AAD security groups 4) APIs.
