Description: Project Purpose and Objective This work is being performed under NASPO SOW Projects Restricted Statewide Contract Number 233 for resources that will develop, execute and analyze the Department of Economic & Community Developments marketing efforts. This Statement of Work (SOW) incorporates by reference the terms and conditions, specifications, and other contract documents of Statewide Contract Number 233. In case of any conflict between this SOW and the Contract, the Contract shall prevail. • Background The interactive online guide, TNSmartStart.com™ was created as the next step to the TN SmartStart™ Guide, identified as an international best practice. Design Sensory created the online version, and it was launched in FY2018. Between launch and today, there were some items addressed, staff turnover and a pandemic that delayed further work. At this point, there is a combination of work items that were not corrected and need to be, some bugs and items that, through user feedback, we have identified need altered/added to make the tool more beneficial. FY2020 saw over 248K pageviews with a very low bounce rate and averages of time spent on webpage reaching over 4 minutes. The TN SmartStart™ Guide, interactive and hard copy, are part of making TN the easiest place to open and run a business in the nation. 2. Scope of Work & Deliverables: Overall The following outlines the Scope of Work (SOW) for the TN SmartStart.com online interactive guide updates. Recommendations by the Vendor will be considered as needed to meet the intended outcomes. Resources Map - ?Update tagging. Current tagging is inaccurate resulting in overlapping and missing suggested resources - ?Include website link for each resource (included in the manager backend) - ?Reformat contact information in resources (not presenting correctly) o Email: ecd.bero@tn.gov - ?Explain each resource category (add lightboxes to explain each category – “ESOs are …”) - ?Provide three primary ESOs (Entrepreneur Support Organization Resources category should include the applicable (this is a previous request – not functioning correctly, possibly due to tagging) o 1-small business development center (TSBDC) o 1-regional entrepreneur center, and Managed Service Provider Request for Project Services Template o 1-chamber of commerce (some chambers are regional or county-wide… may need a rule/tagging to help) - Add Financial Resources section (staged in backend already) - Show 3 more resources every time the user clicks “more” under the respective category (it was already supposed to be set to do this—what happened?) Website Design - Use red box to highlight item in use. Currently, the red box is always around the Business Model Canvas. - Update to website in general: o Remove “Creative Commons” o Update Copyright year - Backend for our use: o Add a dashboard that monitors user history: users from stage, industry, county, # of employees, return users o Make the backend easier to manipulate to find users to delete, etc. (search feature, …) ? Retain ability to make changes inhouse for removing users/changing passwords ?
