Job Description Specialist: Learning Management Systems, Database Creation, Business Rules, BRD Reports Generation Online Assessment

*Description:
*Requirements:
*The Contractor is responsible for developing the database and meeting all deliverables, requirements, and deadlines as described in this document and the Business Requirements Documentation.
*The database will be located in the States Data Center, utilizing the shared data services.
*The project manager and business analyst work onsite at the agency. The Contractor will work directly with the project manager and business analyst throughout the development process.
*The Contractor will provide weekly status updates on the progress of the project and implementation of the deliverables.

*Deliverables:
*Early Post secondary Credit Database developed:
*The database must have the capacity to meet the requirements for
each deliverable, as well as the following specifications:
*Data fields:
*Data will be reported from multiple sources.
*The BRD provides the specific business rules needed to generate values for specific fields.
*The agency must be able to add, remove, or change the data fields at any time.
*Compatibility:
*The database must be able to interface with different types of
learning management systems and online assessment platforms, such that required data can be automatically transferred into and out of the database.
*The database must be compatible with all Student Information Systems used by local school districts in TN.
*Future Capacity:
*The database must be developed so that data from additional types of early postsecondary opportunities (EPSOs) can be entered into the system beginning in June 2016. The required EPSO data fields are described in section 12.4 of this document.
*All EPSO information must be accessible in the same manner established for the statewide dual credit information.
*The database must have the ability to generate reports for additional EPSOs as they are incorporated into the system. The reports will be similar to the required statewide dual credit reports described in section 12.3 of this document.

*Testing complete and database operational:
*Required data must be entered in the database for the statewide dual credit challenge exams administered in December 2013, May 2014, and December 2014. The agency will provide the required data in an excel file.
*The Contractor is required to develop and test a process that transfers data directly from the statewide dual credit assessment platform, Desire2Learn (D2L), to the database.
*Data from the challenge exams administered in May 2015 must be transferred into the database using this process.

*User interface complete:
*The user interface must be developed through an iterative proce that allows the agency to review and make changes prior to completion.
*The Administrator account must be created for the project manager so that the agency can view and test the user interface through an established user account.
*The agency must have the ability to review and make changes to the user interface at any time during the life of the database.

*User accounts created:
*Multiple types of user accounts, which will have varying levels of
access, must be created and tested.
*Users must be able to access and download specific data through the established user interface.
*The agency will determine the specifications for each type of account as part of the iterative process to develop the user interface. The Administrator accounts must be able to create new user accounts and specify access levels.

*Data reports available:
*The user interface must include an option to generate, view, and
download the required statewide dual credit reports.
*The BRD provides the business rules and requirements for each type of report.
*The agency has the right to request additional reports any time
