Job Description Developer: Microsoft .NET 3.5 Platform, ASP.Net, C#, Oracle MS BizTalk Server 2006 + Web Serv

DESCRIPTION :

The Department of Information Resources (DIR) requires the services of one .Net Programmer, hereafter referred to as Worker(s), who meets the general qualifications of ITSAC Developer 2 Category, Emerging Technology Type and the specifications outlined in this document for the Texas Department of State Health Services (DSHS) ITS.

All work products resulting from the project shall be considered works made for hire and are the property of the DSHS. DSHS may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. DSHS will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).

The Clinical Management for Behavioral Health Services (CMBHS) .NET Programmer shall perform IT activities that include but are not limited to the following:

A. Design new and enhance existing C# and ASP.Net screens using Visual Studio 2010/2008.
B. Maintain written documentation of programs and databases.
C. Provide technical leadership for UI design and development.
D. Improve integration with existing products and service lines.
E. Other reasonable services as necessary to ensure that the tasks listed above can be successfully performed.
F. Report activity status to the Project Manager and/or Technical Manager.
G. Other duties as assigned.

Minimum Requirements:
Years Skills/Experience
4 Experience in developing Web application and data exchange services using MicroSoft.net Framework v2.0/3.5/4.0, ASP.Net, C#, Oracle, MS BizTalk Server, WCF/Web Services, SOA
4 Oracle, SQL Server writing views and stored procedures
4 Experience with UI design using Visual Studio 2010/2008
2 Experience with .Net development using enterprise level architecture
2 Experience with XML, EDI, HL7, and HIPAA transactions
2 Experience with UML, Use Cases, Asset Management Tool (TFS)
2 Experience with unit testing, integration testing, and automated testing






Preferences:
Years Skills/Experience
4 Ability to develop illustrations and designs for web pages using Adobe Indesign, Photoshop or Illustrator. Proven analytical skills in IT application development
5 Excellent communication skills, written and oral, with people of all technical levels
5 Knowledge of Incremental Development Methodologies
4 Experience working with Government agencies
4 Knowledge of industry best practices and standards
5 Ability to analyze problems and develop solutions
5 Ability to work independently and in a team environment
5 Ability to establish and maintain effective working relationships with peers, users, technical staff and management
5 Ability to manage work time efficiently to complete multiple


III. TERM OF SERVICE
Services expect to start as soon as possible and are expected to be completed by August 31, 2012. Total estimated Worker hours shall not exceed 1600 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing..
