This project Statement of Work (SOW) describes an agreement between the Department of Technology Services, hereafter referred to as DTS, and Division of Water Resource, hereafter referred to as DWRe, or the Client. This document outlines the services to be provided, presents options for consideration, and once signed, establishes a formal work agreement between DTS and the DWRe.

Website Redesign Oversite

Consult with Client to ensure site will be executable and conform to state standards as outlined below.

Mobile Site Design

Ensure the site design allows for a modern clean mobile website utilizing new web technologies and methods to ensure a responsive design across all devices.

State Standards Compliant Design

Adhere to federal ADA 508 accessibility standards and State of Utah security and development standards.
WordPress Content Management system (one instance per web site) A WordPress content management system will be built for an acceptance testing environment and a production environment. The WordPress theme and cascading style sheets will to used to create a cohesive and consistent website design for each site. The approved design will be implement in PHP / JavaScript.

Client Administrator roles

Using a WordPress CMS will allow the Client to modify, update, and create content in the sites as needed. DTS will train the agency administrators on how to use WordPress including navigating the administrator pages and toolbars; adding “posts,” and uploading images.
Hosting on premise or vendor supplied hosting Based on cost, ease of access and other factors, the Client will determine which solution is best for hosting their sites. Both on premise and vendor hosting options will be reviewed.
Server setup and configuration A WordPress site requires an Acceptance Test and a Production environment, each using MySQL databases. This will include updating the domain, enabling UMD plugin, MySQL database connection, PHP extensions, firewall requests (on premise) and configuration testing. Each site will require a separate WordPress instance and MySQL database instance.

Utah ID Login Support

The admin portion of the site will be configured to require a Utah ID login to the Utah Master Directory (UMD). The UMD will dictate login information and will be applied to the site as a plugin. Secured pages will be coded to require the login at the Clients request.

Data Ownership In all cases the State of Utah and the Client will retain ownership of its data, site content, custom themes, and cascading style sheets..

These are the primary deliverables for each Web Site:
? Client and DTS meetings
? Design consultation and review
? Implementation of approved design
? Project documentation
? Creation of WordPress theme and Cascading Style sheets
? CMS build and setup for each site
? Test and Production sites
? Installation of WordPress and associated database (mySQL)
? Installation of WordPress theme, Style Sheets and Page Template
? Client training
? Review and upload of content to the Test Site*
? Deployment to Production
*note: client will be responsible for the review and upload of content to the WordPress site(s).
To meet all of the identified requirements, DTS is proposing a three phase project. The following is a brief high level outline of the milestones for the proposed project plan (refer to Appendix A for the detailed version of the proposed plan).
