The initial phase of the project is for providers to retrieve their 520 Billing Forms, upload their revised forms with the ability to attach documents, and set up the portal in a way in which providers will manage their own users access to the portal after initial on boarding. Future phases will include, but are not limited to, integration with other systems, creation of a procurement process in the portal, contract tracking, and payment automation. DHS seeks the ability to build a portal for providers: • That integrates with UtahID as the method of authentication • To register to use the portal with appropriate DHS divisions and manage their own users (add/remove/edit) • That allows DHS divisions to grant access to providers as appropriate • To download their 520 Billing Form, make adjustments, upload the 520 and attach supporting documentation in the first phase of the project. The portal should then forward the payment requests to the appropriate division source system for approval. This may be done via email initially. This project is intended to be built in phases. The first phase should be completed within 6 months of contract approval. Phase I -- Description / Functionality: The goal of phase one of this project is to allow DHS providers to submit basic payment requests via a web-based payment portal. Providers will be given access to be system administrators for their specific organization to manage users.It will alsonotify providers of their 520 Billing Form availability to view, update and re-upload the form with their edits, allowing providers to upload supporting documentation to line items or to be applied to the form as a whole, and the ability to submit the form for payment request online. Providers will then be notified of the successful uploads and submission of their form. These forms will then be sent to the appropriate division to be entered into the source system (whether manual or automated) and approved before being sent back to CAPS to be processed. The UPI system will also still be in place and accessible so that DSPD providers will have the option to access the UPI system directly or through the new DHS Payment Portal. Set Up and Provider Administration • Providers will need to register with the portal using UtahID and specify which divisions they provide services for. At registration, providers will specify the DHS divisions they work with. • Providers will have the ability to designate their own organization administrator that will use UtahID for authentication and be able to add/remove/edit other users for their organization. Users with the administrator role for an organization will have an administrative screen for user management purposes • Assigned DHS division staff will be the individuals to grant role access to providers. Division staff for each source system will need to grant access on behalf of their division and will also need an administration screen for user management purposes. o For example, a DCFS staff member can only grant access on behalf of DCFS and a DJJS staff member can only grant access on behalf of DJJS. Thus, one Provider account may need to have access granted by more than one DHS staff member if they work with more than one division.
