The project work may be performed on site at either Alexandria, VA or Seaside, CA FUNCTIONAL DESCRIPTION OF CANDIDATE NEEDED: Seeking a temp-to-perm candidate. The candidate will be experienced in the full Software Development Life Cycle. The candidate is expected to provide the services required to successfully implement and deliver solutions to the products he/she will be supporting. The solutions need to be stable, reliable, scalable, well documented, and of high quality. The developer will be responsible for coding, unit testing, integration testing, bug fixes, implementation, as well as ongoing support of the product delivered. This candidate will work on the militarys credentialing software system to provide code relative to enterprise credential and identity management. The candidate will be responsible for performing as a developer, and as a mentor and subject matter expert on their team. The candidate will be responsible for working with the project team to develop and maintain the application. Responsibilities include (but are not limited to): develop design documentation based on application requirements, develop and test code per schedule, escalate risks and issues to the Development Manager, and assist in troubleshooting production support issues. The candidate must be self-motivated with excellent communication and problem solving skills, able to work independently with little guidance, and able to work in a team environment. The work may be performed on site at either Alexandria, VA or Seaside, CA EXPERIENCE REQUIRED: US Citizenship required. Must also be capable of obtaining a Public Trust clearance. Bachelors Degree recommended (computer science, information systems, business major preferred) Excellent oral and written communication skills to articulate technical or operational problems into understandable business terms appropriate for the audience. Proven ability to analyze, design and develop reports Write, maintain, and execute code required for systems in SAS and Transact-SOL languages. Create technical documents and process documentation and provide program and technical training to analysts and others working on the systems. Participate in development, maintenance and quality control of programming code. Integrate products and data with other information systems. Improve the scalability, accuracy, and automation of technical aspects of the systems. Basic Qualifications: 5+ Years of Java experience developing J2EE applications on Weblogic 10.0 + Application Server 5+ Years of SQL experience 5+ years of experience in developing and implementing restful based web services J2EE/Java performance testing and tuning experience. Knowledge of Relational Database Management Systems Extensive experience working with Oracle databases Prior experience with the following tools is beneficial but not required: JBoss web/app server, Subversion for source control, and Maven build process Ability to consistently apply quality and security standards. Ability to work effectively in a team and with clients. Strong skills in troubleshooting - determine causes of errors and drive problem resolution to ensure business continuity Experience with testing tools, unit and integration test scripting and testing methodologies.
