Mission

The mission of the U.S. Attorneys Office (USAO) Eastern District of Virginia (EDVA) is to prosecute and defend cases on behalf of the federal government. The USAO EDVA currently has a need for one (1) Hotdocs Document Automation Developer. The Contractor support position is located at 2100 Jamieson Ave Alexandria, VA.

2.0 Scope of Work

The Document Automation Developer contractor will provide IT development and coding services to the U.S. Attorneys Office for the Eastern District of Virginia (USAO-EDVA). The primary function of the Document Automation Developer will be to provide intensive on-site coding and IT development services to generate automated templates in Microsoft Word and Visual Basic for Applications (VBA) using a highly integrated and customized collection of content controls, macros, building blocks, and document variables, along with centralized Template Builder connections, XML ribbon features, and compatibility for uploading to SharePoint lists and libraries to trigger automated routing and approval workflows. In addition, the Document Automation Developer will provide off-site technical guidance, training, and troubleshooting to EDVAs IT Staff and Program Manager in developing, testing, and implementing the automated template solutions described in this Statement of Work.

Qualifications

The Document Automation Developer contractor must have extensive direct experience providing IT development and coding services in a legal environment and must have prior experience working with the U.S. Department of Justice, specifically with the Executive Office for U.S. Attorneys and one or more of the 94 U.S. Attorneys Offices in the field.

The Document Automation Developer shall be required to act as an expert in Microsoft Word template development and must have the ability to analyze legal content and forms to identify the optimal method for automating legal templates and associated documents through user forms, Word macros, content controls, and document variables. Proficiency in document automation software, specifically Microsoft Visual Basic for Applications, at the expert level is required. Such expertise must be demonstrated by current or prior participation for one or more years as a Microsoft Word Most Valuable Professional (MVP).

Examples of assignments and required expertise include the following:

• Expert in development of Microsoft Word macros and mapped content controls to develop efficient and sharable Microsoft Word solutions.

• Ability to create document templates using best practices for managing document variables, to ensure consistency of variable usage between documents, and using established procedures to manipulate and present data in various formats.

• Ability to perform requirement gathering in order to facilitate template development, including attending meetings in which customers identify and describe IT requirements for office and legal applications.

• Ability to document all programming and customization techniques to ensure the work developed can be understood and maintained by others.

• Ability to create and explain user documentation on solutions provided.
