A minimum of four years of experience required in the following areas; IT procurement experience, purchasing of software/hardware, negotiation. A minimum of two years of experience required in problem solving. Job Description: The IT Procurement Analyst will be responsible for purchasing a wide range of information technology goods and services through a variety of purchasing options. Follows procurement guidelines, selects appropriate procurement method, processes and maintains electronic procurement requests and invoices through automated accounting systems; reconciles vendor inquiries and discrepancies; participates in pre-bid conferences as needed. Performs administrative and fiscal tasks, accounts payable and receivable, and IT software inventory; will compile financial data and review/analyze for budget formulation; develop and maintain numerous fiscal and/or procurement related spreadsheets; and perform related functions as required. Knowledge of the Virginia Public Procurement Act and the eVA system very helpful. Considerable knowledge of principles and practices of IT procurement including automated procurement systems and tools, file and records management and related bookkeeping/governmental accounting/fiscal procedures. The IT Procurement Analyst will be mostly responsible for reviewing IT procurement requests from the end user and processing using the appropriate procurement method. These requests will mostly include Sole Source, Emergency Procurements, Quick Quotes and other small purchase procurements. However, the position will also review and process requests under current contracts to include modifications, task orders, renewals and extensions. Additionally, the position requires the below duties and skills: Agency Risk Management and Internal Controls – Demonstrates a commitment to being a trustworthy steward of assigned resources. Uses role solely for the public good versus private gain. Abides by all applicable laws, regulations, and policies. Provides primary source of knowledge regarding assigned contracts and proactively advises and educates internal and external stakeholders on contractual matters. Communicates with assigned contract administrators and vendors on contractual compliance issues and takes appropriate action to establish vendor accountability for all milestones, costs, deliverables, and terms and conditions specified in the contract. Negotiates with vendors as needed to modify contracts and address performance issues. Analyze procurement law and policy changes to identify impact to agency policies and procedures. Develop or update procurement policies and procedures as needed. Assists the Director as a senior procurement advisor for all procurement issues, including application of law, policy and procedures and delegation of authority. Advises the Director of the effectiveness and statutory compliance of procurement activities at VDOT. Provide legislative support, policy development and analysis, and interpretation and application of laws, regulations and policies. Assists Director in meeting legislative session requirements.
