Ecology is seeking an expert application developer with knowledge and experience in MVC and Microsoft development tools to create web applications to report and edit data from SQL databases. 4. Project Description and Background Ecology is developing a database and associated web application to track nonpoint and Total Maximum Daily Load (TMDL) implementation activities, which we are required to report on for the federal 319 Grant Program. The 319 Program is part of the Clean Water Act. Under this program, States receive grant money that supports a wide variety of activities including technical assistance, financial assistance, education, training, technology transfer, demonstration projects and monitoring to assess the success of specific nonpoint source implementation projects. The project will use an MVC web application and Microsoft SQL server, and a .net framework of 4.7 or greater. 5. Scope of Work The scope of work for this project includes includes programming, testing, documenting, training, and providing technical guidance and expertise. A. Period of Performance The estimated period of performance is from September 2018 through May 2019. The exact schedule will be determined with the Apparent Successful Bidder. Any time extensions shall be at the sole discretion of Ecology. Ecology reserves the right to terminate sooner at its sole discretion. B. Job Location All work will be performed at Ecology Headquarters (300 Desmond Drive SE, Lacey, Washington 98503). C. Work Hours Expectations The work will be performed at Ecology headquarters, Monday through Friday, during Ecologys business hours. Contractor is expected to be available 40 hours a week during Ecology business hours. Ecologys preference is that the Contractor provide one person to work with Water Quality Information Services team on this project, although the Bidder may provide a team. D. Work Requirements 1) Working with the Water Quality Information Services team, the application developer(s) will develop applications related to the TMDL/Nonpoint Implementation, including identifying requirements, design, development, testing, data migration, documentation, training and implementation, including performing analysis, system design, maintenance, programming, quality assurance, troubleshooting, problem resolution for the statewide complex computing application, data access/retrieval, and multi-functional database 2) The application developer(s) will assist the Ecology Water Quality (WQ) IT Business Team in choosing the highest value tasks. 3) Ecology lead will coordinate assigned work with the Contractor. 4) The application developer(s) will need to develop an understanding of the customers business needs, including working with the Water Quality program staff becoming conversant in the customers business language.
