As part of its strategic plan, the WSIB has steadily grown its data capacity in recent years. This growth has improved the quality, timeliness and integrity of data for WSIB investment teams. In recent months, it has become apparent that the WSIB is rapidly outgrowing its current Data Warehouse and is in need of a more robust solution. Specifically, the legacy software supporting the Warehouse has recently begun experiencing increased unsupported downtimes (“outages”). Additionally, the on-premises hardware hosting the warehouse is nearing end-of-life and will soon need replacement. Rather than spending on costly short-term fixes, the WSIB intends to invest in the next generation of data infrastructure. This project will initiate development of a modern data management platform that includes: best in class data storage technologies (cloud based, open architecture), streamlined data processing workflows, and integration with multiple end user interfaces. The WSIB also wants to be positioned for more modern use cases leveraging AI and machine learning. The existing Data Warehouse is not large by industry standards. It houses under 200 GB and has around 50 interfaces for data in and out. The warehouse primarily supports non-complex data transformations and processing (e.g. normalizing, joining, filtering, and validating). More complex algorithmic analyses are performed on external modeling platforms. This project would largely replicate the current Warehouse functions, but would optimize them for WSIB workflows in the cloud environment. WSIB seeks a Contractor for assistance in these endeavors. Specifically, WSIB would like targeted assistance in the following areas: ? Assist SIB staff in the technical design, data architecture and technology selection of the new data platform ? Perform primary and collaborative development work that culminates in the delivery of the new data platform ? Generate technical documentation for maintenance of platform ? Perform the business analysis as needed to implement platform support operations ? Complete knowledge transfers to staff on any new features built or implemented a. Location The Washington State Investment Board (WSIB) is located at 2100 Evergreen Park Drive SW in Olympia, Washington, across from the Thurston County Courthouse. b. Scope of Work The contractor will work in close collaboration with appropriate staff at the WSIB and review systems and documentation to accomplish the objectives outlined. The contractor will work onsite where appropriate to accomplish the objectives outlined above. The WSIB team anticipates working with a cross functional team and leveraging agile methodology to deliver this process. Iterative release cycles with continuous testing will ensure delivery of a robust platform.
